A parliamentary panel on Thursday termed the barbaric and cold-blooded killing of Mashal Khan as total failure of the administration of Abdul Wali Khan University, Mardan and recommended to the quarters concerned to award exemplary punishment to all the persons involved in the murder. The National Assembly Standing Committee on Federal Education and Professional Training met with Colonel Dr Amirullah Marwat (retd) in the chair.
The committee discussed the incident of barbaric and cold-blooded murder of Mashal Khan, which took place on 13th April 2017 at Abdul Wali Khan University Mardan, in detail. The committee termed the incident a total failure of the university administration and recommended to the quarters concerned to give exemplary punishment to all those involved in Mashal Khan murder case.
The committee chairman observed that nothing was done to avoid Mashal's murder. The committee showed its great concern over the incident and said, "There is lack of character building of our future generation at universities." In this regard the committee directed the Higher Education Commission (HEC) to take steps for character building of the youth at universities. The registrar and other representatives of the Abdul Wali Khan University also briefed the committee over the Mashal Khan murder case. The committee was informed that a joint investigation team (JIT) is probing into the case on the directions of the apex court.
The committee also recommended to the government of Khyber Pakhtunkhwa to appoint permanent vice chancellors in the universities on priority basis where such posts are vacant. The committee also considered 'The Apprenticeship Bill, 2017' and approved it unanimously with certain amendments.
Moreover, the committee discussed 'The Sir Syed (Centre for Advanced Studies [CASE] in Engineering) Institution of Technology, Islamabad Bill, 2016' and deferred it with the direction that HEC and CASE administration should look into the deficiencies/legal requirements as highlighted by the HEC and resolve them on priority basis before the next meeting of the committee.
The committee also considered the question asked by MNA Mussarat Ahmed Zeb in the National Assembly on February 02, 2017 regarding Swat University. The committee directed the HEC to complete the inquiry report within a month positively regarding alleged irregularities in awarding contract of the Swat University project, including acquiring land for the varsity and overpayment to the contractor of the project in lieu of cost escalation.
The committee also took serious notice of the notification issued by Karachi University declaring the PhD degree of Professor Dr Suleman D Muhammad, Vice Chancellor of Federal Urdu University Karachi, as fake. The committee urged the federal government to move a summary to the President of Pakistan on immediate basis to appoint new vice chancellor of Federal Urdu University, Karachi.
The meeting was attended by MNAs Muhammad Nazir Khan, Dr Zulfikar Ali Bhatti, Asiya Naz Tanoli, Rida Khan, Amra Khan, Phyllis Azeem, Chaudhry Hamid Hameed, Surriya Asghar, Surraiya Jatoi, Dr Shazia Sobia, Shahida Rehmani, Dr Imran Khattak, Sardar Kamal Khan Bangulzai, Dr Khalid Maqbool Siddique and Mussarrat Ahmed Zeb, and officials of the ministry and its attached departments.
