The government of Khyber Pakhtunkhwa has made a record allocation of Rs 49.4 billion for health sector for next financial year 2017-18, showing whopping increase of 39 percent as compared to outgoing fiscal period. According to budget documents, the allocation in budget estimates for year 2017-18 for health department has been increased from Rs 25,521.645 million to Rs 35,496.385million (provincial) which shows an increase of 39 percent.
The health sector budget includes provincial health institutions and also regular Grant-in Aid to various Medical Teaching Insitutions (MTIs) in the province.
During budget speech in KP Assembly, Finance Minister Muzaffar Said Advocate said that 12 billion rupees had been allocated for 101 projects of health sector. He said 9.96 billion rupees had been allocated for ongoing 75 projects of health sector while 2.4 billion rupees had been earmarked for 26 new projects.
He said that focus and aims of government in health sector included Hepatitis Centre Nishtarabad, Hayatabad Medical Complex, Emergency Bloc in Khyber Teaching Hospital, Institute of Kidney Diseases Hayatabad, construction of additional wards in Lady Reading Hospital and purchase of equipments for newly constructed building of Saidu Group of Hospitals.
He said Basic Health Units in Swabi and Swat would be converted to Rural Health Centres, free treatment would be given to 47,000 patients of tuberculosis and 1,300 cancer patients in current year. Finance Minister informed that 3,900 new Lady Health Workers and 181 EPI Technicians would be appointed besides recruitment of 78 nurses under Nutritional Programme. He said 1,500 motorcycles would be given to EPI Technicians while construction work on District Hospital Kohistan and Rural Health Centre Shewa Swabi would also be completed.
The documents said that a sum of Rs 13,780.44 million has been estimated for 2017-18 to be transferred to the district health offices. The institutions include Ayub Medical College, Abbottabad, Ayub Teaching Hospital Abbottabad, DHQ Hospital Bannu, Women and Children Bannu, Khalifa Gulnawaz Tech Hospital Bannu, Bannu Medical College, Gomal Medical College DI Khan, Mufti Mehmood Memorial Hospital DI Khan, DHQ Hospital DI Khan, Mardan Medical Complex, Mardan, Bacha Khan Medical College Mardan, Nowshera Medical College Nowhsera, Qazi Hussain Ahmad Medical Complex Nowshera, Khyber Medical College Peshawar, Post-graduate Medical Insitute Peshawar, Khyber College of Dentistry, Pesahwar, Khyber Teaching Hospital Peshawar, Khyber Girls Medical College Peshawar, Pakistan Institution of Community Ophthalmology Hayatabad Medical Complex Peshawar, Institute of Kidney Disease, Peshawar, and Bashir Bilour Memorial Children Hospital Peshawar.
The budget document said that during current fiscal period 2016-17 3,942 (provincial 1,149+ 2,793 district including one post of martyred) various categories of posts have been created in different health institutions to provide better health facilities to the people of this province as well as 1,161 stipendiary slots have been created.
For the financial year 2017-18, 1,140 (provincial 674+466 district) various categories of posts as well as 232 stipendiary slots have been proposed to be created in 2017-18, increase in stipend of student nurse from Rs 5,000/- to Rs 20,000/- per student/per month as well as HPA extended to MTI (institutional teaching cadre and specialist cadre doctors @ 60,000/- per month, institutional medical officers @ Rs 42,000/- per month and nursing/paramedics both institutional and civil servants @10,000/- per month, and HPA @ Rs 10,000/- per month also allowed to pharmacists, drug inspectors, drug analysts, chemists/bio-chemists, physiotherapists, and microbiologists during financial year 2016-17. The document stated that allocation of GIA for healthcare commission amounting to Rs 191.400 million. Adhoc relief 2016 amounting of Rs 921.328 million, while allocation of Rs 1,5000 million for expected pay increase.
