Public Accounts Committee (PAC), Khyber Pakhtunkhwa Assembly has directed immediate recovery of a sum of Rs 18.785 million and Rs 17.411 million from the accused for embezzlement and misappropriation for purchasing expired medicines for District Headquarters (DHQ), Hospital, D I Khan. The decision was taken after a threadbare discussion on the audit objection and proving of the accused as corrupt in the notification issued by Health Department after complete inquiry into the matter.
The meeting of PAC KP Assembly held at KP House, Abbottabad with MPA Qurban Ali Khan in the chair. Besides, MPAs Mahmood Jan Khan, Mohammad Ali Shah Bacha, Mohammad Idrees Khattak and Arbab Wasim Hayat, the Secretary Assembly Amanullah, Secretary Health Majeed, Additional Secretary Assembly, Amjad Ali Khan, Principal Saidu Medical College, Medical Superintendent (MS) Naseerullah Babar Memorial Hospital, Professor of Govt Medical College, D I Khan, the high ups of law, audit and finance departments concerned also attended.
The PAC reviewed and discussed in detail audit objections regarding financial year 2013-14 relating to purchase of medical equipment on higher rate for Saidu Medical College, not utilization of funds and on recovery purchasing of medicines for Naseerullah Khan Babar Memorial Hospital worth Rs 29.655 million and logging it as Rs 3.044 million in the stock register, embezzlement in the purchase of substandard generator for Gomal Medical College, D.I. Khan at the cost of Rs 3.642 million and misappropriation in purchase of medicines for DHQ Hospital, D I Khan of Rs 1.260 million and oxygen gas, house rent of medical staff and other expenditure of Rs 13.520 million for Saidu Group of Teaching Hospital.
The PAC expressed concern over the matter of DHQ Hospital D I Khan and summoned details from health department authorities in this regard. The health authorities told the committee that audit objection against the concerned accused is worth Rs 1.260 million while in departmental inquiry and other matters, the embezzlement of Rs 18.785 million and Rs 17.411 million have been proved against both accused.
On the basis of the notification issued on February 27, 2013, the authorities concerned have sacked them from their services, but the recovery is still pending, on which the PAC unanimously decided immediate recovery from the accused to redress loss to the public exchequer. The audit objections against Saidu Group of Hospital worth Rs 4.724 million were referred to sub-committee.
