Chief Minister Khyber Pakhtunkhwa Pervez Khattak has in principle agreed to the overall up-gradation of different cadres of all government servants in different public sector entities and regularization of all employees recruited through NTS and such other forums as government servants of Khyber Pakhtunkhwa.
He was presiding over a high level meeting to discuss different dimensions and aspects of up-gradation of all cadres of government servants of Khyber Pakhtunkhwa at Chief Minister's House Peshawar Tuesday. IGP Salahud Din Mahsud, Secretary Finance Shakeel Qadir, Principal Secretary to Chief Minister Mohammad Israr, Secretaries Establishment, Law, Administration and others attended the meeting. The Chief Minister was briefed about the work so far done on the up-gradation of different government cadres' posts, the regularization of employees through NTS and other legal forums.
The Chief Minister directed the concerned to prepare a comprehensive design sketching out proper and uniform service structure for all government employees of all cadres serving in different departments that should be brought to the Cabinet and after clearing it from the Cabinet, the design would be taken to the Provincial Assembly for requisite legislation so that the issue is settled once and for all and justice is done to all without any discrimination.
The Chief Minister directed for a comprehensive design widening chances of vertical mobility to all government employees of different cadres in all public sector institutions, asking the Administrative Secretaries to prepare complete data to be part of the comprehensive uniform policy guidelines for legislation to settle this issue once for all. The data should be compiled at the forum of Secretaries Committee and must reach him within the shortest possible time. He said his government believed in justice to all and there should be no pick and choose in the process of delivering justice. He directed to examine the financial implications of the whole exercise.
Pervez Khattak directed for a coherent study of the whole process for the service structure making parity and collecting empirical data cleared by the Secretary Committee for onward presentation to the legal forum. The Chief Secretary would submit the gathered empirical data within a month clearing all dimensions and aspects meticulously.
The Chief Minister also directed to remove the flaws in the existing service structure given to the employees of different departments and take curative measure and also prepare service structure for the employees of different departments who are without it and constantly demanding for a service structure adding his government wanted to settle the genuine problems of all public sector employees through a uniform approach.
The newly recruited employees would get a wider space for vertical mobility within their structure. It is no justice that an employee once recruited in any public sector entity served his entire life without opportunity for promotion. Pervez Khattak regretted that no one neither comprehended the real issue nor contributed anything and therefore this issue kept lingering and this is how PTI led government inherited the long ignored issue. However, his government like settling other complicated issues would resolve the issue of up-gradation, regularization and service structure of the public employees with the right kind of approach and would make necessary legislation.
