National Accountability Bureau (NAB) 3-day 22nd Director General Conference concluded with a determination to eradicate corruption and nab the corrupts with iron hands and recover looted money so that the menace of corruption is eradicated from Pakistan by all means. Qamar Zaman Chaudhry, chairman NAB chaired the conference at NAB Headquarter. The Deputy Chairman, Prosecutor General Accountability (PGA), all DGs of NAB Regional Bureaus and NAB Headquarter participated in the conference.
DG NAB Headquarter, DG HRM, Senior Member, chairman's Inspection and Monitoring Team gave detailed presentations of their divisions in length. During the DG's Conference held under the supervision of chairman NAB thoroughly deliberated the performance of all Regional Bureaus and NAB Headquarter including operations, prosecution and awareness and prevention divisions of the NAB and reviewed implementation status of the measures taken by the present management during the tenure of Qamar Zaman Chaudhry, chairman NAB in order to further improve the performance and efficiency of NAB.
It was informed that all decisions were implemented in letter and spirit, due to which today NAB has perfected its procedures and geared up to come up to the expectations of the nation which is corruption free Pakistan, 100 percent development. The chairman NAB stressed upon the importance of the team work. He said that NAB has been strengthened in order to evolve a strong mechanism for nabbing the corrupt.
While briefing about Prosecution Wing, Waqas Qadeer Dar, Prosecutor General Accountability (PGA) NAB informed that prosecution division being an important Division of NAB besides providing legal opinion, legal assistance to NAB Operations Division and all Regional Bureaus of NAB in conduct of inquires, investigations as per law and laid down SOPs, pleaded cases of NAB in respective Accountability Courts, High Courts and the Supreme Court of Pakistan.
He said that under the leadership of Qamar Zaman Chaudhry, chairman NAB, the prosecution division has been revamped by inducting experienced and well educated legal consultants/special prosecutors. He said that on the directions of the chairman NAB, a mechanism of handling of witnesses has been introduced and the result of this intervention is very encouraging. He said that due to constant deliberations, monitoring and performance analysis of Prosecution Division, the performance of Prosecution has been exceptionally well and due to this reason, our overall conviction ratio is 76 %. Mr. Qamar Zaman Chaudhry, chairman NAB appreciated the professional work done and performance of Prosecution Division under the supervision of Waqas Qadeer Dar, Prosecutor General Accountability (PGA) NAB.
The senior member, chairman NAB's inspection and monitoring team gave detailed presentation on the performance of Quantified Grading System (QGS). Under QGS, NAB Headquarter and regional bureau's are being evaluated for the last three years on annual and midterm basis at a given criteria which has proved very successful and the performance of NAB's regional bureaus is being increased day by day due to regular monitoring and inspection. He informed that an effective accountability mechanism is quintessential for economic growth, investment and stability of social order. The intervention by NAB has acted as a catalyst, as transparency is a prerequisite for promoting investment and economic growth. Qamar Zaman Chaudhry, chairman NAB appreciated the professional work done by inspection and monitoring team under the supervision of Brigadier Hadeed Anver (retd).
Husnain Ahmad, DG Headquarter gave detailed presentation on the various work and assignments he has completed on time. Due to excellent work done by NAB headquarter, Qamar Zaman Chaudhry, chairman NAB appreciated the performance of NAB headquarter under the supervision of Mr. Husnain Ahmad, DG Headquarter.
While addressing the concluding session of the 22nd DG's conference, chairman NAB Qmar Zaman Chaudhry said that NAB Lahore has been declared number one region under QGS on the basis of best performance during 2016. He said that in the last DG Conference, two new regions at Multan & Sukkur were deliberated and their establishment was achieved successfully. Prosecution was also given targets and as a result of endeavors, the accountability court conviction ratio is now 76 percent. He said that the Corruption Perception Index (CPI) as per Transparency Index (TI) report of 2016 has decreased 175 to 116. Similarly, PILDAT in its report said that 42 percent people have trust upon NAB. This is remarkable achievement. He appreciated and acknowledged the devoted efforts of all concerned. He directed that NAB's investigation officers strictly follow Code of Conduct and Zero Tolerance Policy on the basis of evidence as per law.
He said that NAB has established state of the art forensic lab in Rawalpindi which has facilities of digital forensics, questioned documents and fingerprint analysis. NAB has hosted first SAARC anti-corruption seminar in which SAARC countries have agreed to create SAARC Anti-Corruption Forum which is great achievement for Pakistan as Pakistan is the only country in SAARC countries that Corruption Perception Index (CPI) has decreased from 126 to 117. He said that NAB has proposed Whistle Blower Act which has approved by the Prime Minister of Pakistan. Soon it will be presented before the Federal Cabinet for further deliberations as per law.
During the conference it was decided to establish a state of the art Anti-Corruption Training Academy on the pattern of National Anti-Corruption Academy of Malaysia to enhance the abilities of the officers/Officials working in NAB. While discussing the matter, chairman NAB said that training is a continuous and systematic process for any organization seeking to create and maintain an efficient workforce capable of delivering the assigned tasks. He said top priority be given to NAB employees on professional line as per international standards. Conference also decided to conduct Capacity building and refresher courses for prosecutors and Investigation Officers for the purpose of capacity building as per approved capacity building training plan of 2017.
During the conference, chairman NAB reiterated the policy of zero tolerance towards inefficiency and corruption within the organization and decided that internal accountability mechanism will continue to work under rules. Qamar Zaman Chaudhry, chairman NAB appreciated the devoted efforts of Imtiaz Tajwar, Deputy chairman, NAB, Prosecutor General Accountability (PGA), all DGs of NAB Regional Bureaus and NAB Headquarter. He said that the expectations of the nation are very high from NAB; efforts should be made to lay such practices as per law which will make NAB even more better, transparent and professional organization.-PR
