Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan said on Tuesday that a country could make progress when its institutions were strong and it was the supremacy of law which strengthened the institutions. Addressing a gathering of students at the University of Malakand, the PTI Chief said that Pakistani talent cannot prosper under the incumbent system. He said his party will put the country's institutions on the right track after winning the next general elections.
He continued that PTI will improve the system of National Accountability Bureau (NAB) and the Federal Board of Revenue (FBR) after coming into power as the country can only progress by believing in supremacy of the law. He said actual democratic procedure has not yet been implemented in Pakistan.
Khyber Pakhtunkhwa Chief Minister, Pervez Khattak, Minister for Higher Education, Mushtaq Ahmad Ghani, PTI MNAs, MPAs, vice chancellor of the university, faculty members and notable were present during the ceremony. A large number of students attended the event.
Imran Khan said that the supremacy of law strengthens institutions. He further said that Pakistan would be fixed only after strengthening key institutions. If the institutions are strong, the country will progress, he added. It was because of bad governance that the country was entangled in heavy debt, he claimed.
He opined that good governance meant improving the system of merit and the rule of law in institutions. The monarchy is the reason that Muslim countries lagged far behind in this modern era, he added. In an apparent reference to his arch-rival former prime minister Nawaz Sharif's appearance before a NAB court, Khan said those facing cases appear in courts under an extensive protocol of 40 vehicles in Pakistan.
The PTI chief said the Khyber Pakhtunkhwa government brought wide-ranging reforms in the KP police and ensured merit in recruitment process as well as depoliticized the department. He said institutions like NAB and FBR needed to be overhauled. While presenting the example of Khyber Pakhtunkhwa police, Imran said that people fear police in Sindh and Punjab, but the crime rate has dropped by 70 percent. He said that the police in KP became better when the IG was appointed on the basis of merit.
Imran Khan asked why those who were elected for six times in Punjab and Sindh could not improve police department in their provinces. He further claimed that his party made police system better in Khyber Pakhtunkhwa adding that IG Sindh AD Khawaja wanted similar police system in Sindh. PTI chief said one year was passed in sit-ins while the other one went in the probe of Panama Leaks case. After thoroughly analyzing two years, I can say that the country's situation can be improved soon, he added.
Discussing the educational sector, Imran Khan said three different academic systems that include English medium, Madrassas and government schools are being run in the country and none of them follow merit. Earlier in the day, the Election Commission of Pakistan (ECP) sent the non-bailable arrest warrant for Imran Khan to SSP operations. The warrant directs SSP Operations Islamabad to arrest Imran Khan and produce him before the commission on October 26 at 10 AM.
The warrant which lists Khan's Bani Gala and the PTI's Central Office addresses states that the PTI chairman is charged with contempt of Election Commission of Pakistan under section 103-A of the Representation of the People Act, 1976.
