Appointments made in Tesco draw Senate body's ire

The Senate Standing Committee on States and Frontier Regions (SAFRON) has expressed displeasure over the recruitments made by TESCO in violation of the Rule 15 of Civil Servants (Appointment, Promotion and Transfer) Rules, 1973. The meeting of the committee was held under the chairmanship of Senator Hilal-ur-Rehman on Tuesday in which the chairman committee while referring to the misquotation of the Rule 15 of Civil Servants Rules showed displeasure at the recruitments being made in violation of the said rule.
After consultation with the special secretary Establishment Division regarding the interpretation of the rule, the committee reiterated that only the people from FATA should have been considered for the jobs in TESCO, as the rule clearly states that the recruitments should be made from the population whom the company serves. The committee directed managing director PEPCO to look into the matter and then brief the committee about the future possible course relating to the status of those who have been recruited from Khyber Pakhtunkhwa and also why the rule had been ignored while making the recruitments in the first place.
The chairman HEC apprised the committee about the details of different scholarships being awarded to the students from FATA and Balochistan. He told the committee that the students from FATA can avail scholarship upon admission in any public sector institution in the country. Moreover, students from FATA have been awarded scholarships under different schemes already. He also added that the HEC intends to establish four campuses across FATA. The committee was of the view that considering the fact that the agencies are quite far away from one another, a sub-campus should be established in every agency.
The committee also appreciated the initiative and resolve of the chairman HEC and committed to assisting the HEC in finding suitable locations for establishment of sub-campuses in all the tribal agencies. Officials from FATA Secretariat then briefed the committee about the wheat subsidy.
The committee was of opinion that FATA Secretariat should involve the Ministry of SAFRON to take up the issue of pending payments with the Ministry of Finance. Moreover, the FATA Secretariat should also deal directly with the PASSCO rather than doing it through the government of KP.
