A parliamentary body on Thursday expressed serious annoyance over non-implementation of building codes and civic regulations in sectors H-13 and E-11 as well as other private areas and asked Capital Development Authority (CDA) to submit a detailed report before the body in order to curb further violation of law in future and take action against the responsible people.
The special committee on non-implementation of the building codes and civic regulation in sectors H-13, E-11 and other private un-acquired land by the CDA and Islamabad Capital Territory (ICT) administration in Islamabad met here with Senator Muhammad Javed Abbasi in the chair at Parliament House on Thursday.
Abbasi alleged that builders have set up high-rise buildings in sectors H-13 and E-11 in connivance with CDA officials because without involvement of civic body, no one even lays a single brick on the state land in the city. According to the CDA, building code violation has been underway in sector E-11 since 1990 and sector H-13 since 2007, he said adding that during the period, unauthorized buildings had been constructed in these areas while CDA's department concerned has been acting as a silent spectator.
Chairman CDA Sheikh Ansar Aziz told the committee that earlier there was an impression that the areas which are not acquired by the authority are exempted from implementation of CDA laws. "The impression of exemption of these areas was exploited and buildings were constructed without following the CDA laws," he said, adding that in the past both the CDA and ICT administration have issued no objection certificates (NOCs) to people that these areas do not fall under the jurisdiction of the CDA.
He said now the CDA has started implementation of CDA building by-laws across the federal capital. The CDA has identified 84 unauthorized buildings in sector H-13 as well as imposed section 144 and stopped transfer of land, he said, adding that in sector E-11, the authority has sealed 18 under-construction and unoccupied high-rise buildings. The authority has issued notices to the occupied buildings, he added.
Senator Taj Haider said that the CDA needs to devise an effective mechanism to stop violation of CDA laws. He said that the CDA also needs to take photograph of all unauthorized under-construction buildings in order to keep a check in this regard. Senator Syed Tahir Hussain Mashhadi said that no one can construct illegal building without the involvement of CDA. He referred to a TV channel interview of property tycoon Malik Riaz who had openly claimed of greasing the palm of officials to get his file passed. Senator Mohsin Aziz said that the main reason of mushroom growth of unauthorized buildings in un-acquired areas of the federal is because of involvement and poor checking of the CDA officials.
