The Standards and Quality Control Authority has launched the Foreign Manufacturing License (FML) scheme for foreign manufacturers to get their products certified in Pakistan. Talking to Business Recorder, Khalid Siddiq, director general of the PSQCA, said that this scheme was announced on the request of overseas chambers, and added that it was a third-party product certification based on ISO/IEC 17065, ISO/IEC 17067 and Pakistan Conformity Assessment Rules, 2011.
In this scheme foreign manufacturers are permitted to apply the Pakistan Standards (PS) mark on the product after ascertaining its conformity to the Pakistan Standard Specification. Under the FML scheme, licensees can use the PS certification mark on their products subject to fulfillment of requisite conditions/regulations. This scheme is only for manufacturers of compulsory and voluntary products, not for traders who purchase products from open markets.
The licensee and his/her authorized agents must agree to abide by all the terms and conditions of the grant of license in accordance with the PSQCA Act, 1996, the Pakistan Conformity Assessment Rules, 2011 and the Rules and Regulations Act. Products manufactured by the organization must comply with the provision mentioned in relevant Pakistan Standard, Provisions of the PSQCA Act, 1996, the Pakistan Conformity Assessment Rules, 2011 and Rules, Regulations.
The organization shall present a separate application for each product to obtain a license to use the mark, and it shall fill in the forms prepared by PSQCA for the purpose and present the required document, evidence required to be submitted along with application form, followed by the organization for products requiring the mark. The organization has sufficient testing facilities, and the organization shall have tests performed at one of the accredited labs to ensure maintaining of the quality of the product in accordance with the quality assurance and quality control system.
In addition, the organization has a department responsible for quality control of its production and allows PSQCA to all necessary facilities when performing inspection and provides all the required information, including the methods of application of quality control applied by it and the actual records of production and quality, if requested at any time.
