"The member exporters have expressed dissatisfaction over authorized dealers/banks who are not receiving duty drawback of taxes claims 2017-18 and if received, have not been forwarding to SBP in respect to shipment made from 1st July, 2017 to 30th September, 2017 under EPD Circular Letter No 25 of 2017 dated 19th December, 2017 issued by State Bank of Pakistan", said Muhammad Jawed Bilwani, Chief Coordinator, Pakistan Hosiery Manufacturers & Exporters Association (PHMA).
Nevertheless after lapse of fortnight since issuance of SBP Circular dated 19th December, 2017 and after lapse of 25 days since issuance of DDT notification dated 12th December, 2017, member exporters have been complaining that the Authorized Dealers/Banks' officials have not been receiving claims and if received, have not been forwarding to SBP yet. Bilwani further that our member exporters have shown apprehensions that time of submission of claims under Phase-1 for shipments during 1st July, 2017 to 30th September, 2017 (where full realization has taken place) will be lapsed as last date of submission of claims is 15th January, 2018.
He said that practically, training session was supposed to be held before announcement of the Circular. However, SBP has been conducting training session of Authorized Dealers/Banks and Associations after issuance of Circular dated 19th December, 2017 of procedure for submission of claims for implementation of Para 1(4)(a) and (d) of the Notification No. 1(42-A)TID/17-TR-II dated 12th December, 2017 of Duty Drawback Taxes Order 2017-18.
The ministry of textile industry issued a notification on 12th December, 2017 and SBP issued Circular on 19th December, 2017, therefore, training session should be conducted in between 12th to 19th December, 2017, if it was done so all the claims must have been forwarded to State Bank of Pakistan.
This situation is creating severe anxiety among our member exporters if Authorized Dealers/Banks are reluctant and unable to receive claims from claimants, how Authorized Dealers/Banks will process, scrutinize and verify their claims? Bilwani earnestly requested SBP BSC (Bank) Foreign Exchange Operations Department to direct Authorized Dealers/Bank to receive the claims for immediate processing and forward the same to SBP without further delays to provide relief to the exporters due to paucity of time.-PR
