Senate Special Committee on Friday directed the chairman of Federal Public Service Commission (FPSC) to present a draft bill on reforms in the structure and functioning of Commission. The draft was sent to the Cabinet Committee on Law & Justice which returned it back to the law minister. The Senate panel asked the FPSC chairman to rigorously follow the draft recommendations.
The committee met here under the chairmanship of Senator Syed Muzaffar Hussain to discuss outstanding issues pertaining to bring changes in the FPSC related laws, examination structure and annual report of FPSC 2015. The participants discussed in detail the structuring, functions and duties of Commission and its members' selection criteria, besides other issues like aptitude test for selection of candidates. During the meeting, the committee proposed that human resource professionals should be made members of the board.
The committee meeting was attended by Senators Mohsin Leghari, Mir Kabeer Shahi, Nauman Wazir Khattak, Daud Khan Achakzai and Taj Haider, besides additional secretary Establishment Division, secretary FPSC and officials from the Establishment Division and the FPSC.
The panel was informed that the FPSC has not inducted experts from the private sector till now. The panel was further informed that the Commission is still conducting examinations on the basis of outdated format and subjects, and there is a need to change them as per the requirements of modern age.
During the meeting, the committee discussed expanding the board, which currently has no professionals to interview the candidates. The committee suggested that the board must consist of 50 percent professionals, 20 percents each of serving and retired civil servants and 10 percent psychiatrists.
