Sindh Public Procurement Regulatory Authority (SPPRA) has launched new MIS system namely Procurement Performance Management System (PPMS). Sindh Senior Minister for Food and Parliamentary Affairs who is also chairman SPPRA Board pressed the button to inaugurate the PPMS. The consultant who developed the PPMS system elaborated the salient features and gave live demo of the system.
Speaking at the launch ceremony, Khuhro urged the procuring agencies to shift on the new system and get them trained to use it efficiently. He praised the efforts taken by Sindh PPRA team. The minister expressed hope it would boost the development activities in the province.
The SPPRA Managing Director, Khalid Chachar, said the system was developed with the assistance of the World Bank for increasing transparency, fairness and efficiency in the public procurement process. He said the system would automate the procurement procedures and generate alerts and notification for its users for different requirements under Sindh Public Procurement Rules.
"The system also has a virtual meeting place where prospective bidders and suppliers can share information, ideas and suggestions with procuring agencies," he said, adding that the PPMS had a built-in complaints management system, which would allow complainants to lodge complaints, directly. Chachar said that tracking of complaints right from lodging to resolution would remain available. He said procuring agencies would get user ID and password through filling of the online form on the system.
A senior procurement specialist at the World Bank told the participants that Sindh was the leading province in the public procurement since its inception and the MIS system developed/launched by the SPPRA was a new initiative in the country.
She lauded efforts of Sindh PPRA for taking innovative steps for making public procurements transparent and efficient. Secretary, Industries Department, who had also served as SPPRA's MD also eulogized the SPPRA team for their untiring efforts for achieving this gigantic task of automation of public procurement. Apart from them, the chief economist, P&D Sindh, representatives of Transparency International Pakistan, NAB Sindh, Balochistan PPRA and Karachi Contractors Association and a large number of officers from various departments of Sindh government, autonomous and semi-autonomous bodies also attended the launch ceremony.
