Khyber Pakhtunkhwa Assembly Monday referred a question regarding non-appointment of full-time Director General (DG) for the provincial flagship agency KP Ehtesab Commission and unlawful continuation of the Acting head of the commission on his post to a special committee of the house. The committee will be comprised of movers and other members recommended by the chair. However, the provincial government refused to include the PTI dissident, Ziaullah Afridi on the concerned committee.
Furthermore, the house also admitted a motion of the Sardar Hussain Babak of ANP for holding detail debate on the performance of the Ehtesab Commission. The question regarding the running of the Ehtesab Commission was asked by Fakhre Azam Wazir of PPP. He said that the Acting DG Brigadier Mohammad Sajjad (retd) was ineligible for the post as his contractual employment has been expired on June 15, 2017. Therefore, he said that the last two years holding of the office of DG by the officer was illegal and unlawful and sheer injustice.
Ziaullah Afridi, a PTI dissident, who was incarcerated by the KPEC also jumped the debate and put supplementary question, saying that the Law Department of the province has termed his elevation to the post as illegal. He asked the Law Minister to tell that how an illegal person received salaries for a period of two years. He went on to say that earlier, a blue-eyed of the Chief Minister was holding the post of DG and now a relative of the Provincial Minister Shah Farman is running the affairs and had become silent spectator to the corruption and corrupt practices in the province.
To pacify the opposition, Minister for Law and Parliamentary Affairs, Imtiaz Shahid Qureshi termed the impression as totally wrong, adding that KPEC is totally autonomous and independent without any influence of the provincial government. However, he agreed with the demand of the opposition for holding detail discussion on the matter.
Minister for Law and Parliamentary Affairs, Imtiaz Shahid Qureshi said that the answer was given in detail and the other thing the matter is sub-judice. He advised Deputy Speaker chairing the House to accept it for debate. MPA Shaukat Yousafzai of PTI said that the matter is sub-judice and it will against rule and should not be accepted for debate. The joint opposition was not ready to accept the answer of anyone except Minister for Law.
The ANP firebrand, Sardar Hussain Babak said that the provincial government is taking the credit of Ehtesab. The government should public the arrest of former minister Ziaullah Afridi, his corruption and punishment. Babak demanded to constitute a special committee. Mover Fakhre Azam Wazir and Ziaullah Afridi should be included in the committee.
Nighat Aurakzai of PPP, Syed Jafar Shah of ANP and Anisa Zeb Tahirkheli of Qaumi Watan Party said that if it was sub judice then why it was included in agenda of the house.
Provincial Minister Muhammad Atif Khan said that the Speaker has the power a constitute adding that the mover should not be included in the committee because it is against the rules and regulation. Deputy Speaker Mehr Taj Roghani constituted the special committee of parliamentary leaders to tackle the issue. Later, the Deputy Speaker, Dr Mehr Taj Roghani adjourned the proceedings of the house till 3:00 P.M of February 21.
