The Passing out Ceremony of around 1300 Male and Female Rescuers from Punjab was held at Emergency Services Academy here on Saturday. The Federal Minister for National Health Services, Regulations & Coordination Mrs. Saira Afzal Tarar was the Chief Guest of the ceremony. The Director General Punjab Emergency Service, Dr Rizwan Naseer, SI was the Chief Host of the ceremony, while Parliamentary Secretary Asghar Ali Manda, DIG National Highway & Motorway Police Mirza Farhan Baig, Professor Dr Shane Knox Education Manager of National Ambulance Service College, Dublin, Ireland, Faculty of the Emergency Services Academy and a large number of rescuers, their parents and family friends attended ceremony.
As per details, around 1300 including 31 female Rescuers from Punjab have successfully completed their professional training organized here at the Emergency Services Academy. In his welcome address, Dr Rizwan Naseer congratulated the rescuers on completion of their professional emergency management training and appreciated the Chief Minister Punjab Muhammad Shahbaz Sharif for expansion of the Service in all Districts & Tehsils of Punjab. He revealed that owing to professional training, the performance of the Service speaks for itself. Dr Rizwan Naseer said the Emergency Services Academy has trained over 20,000 from Punjab, Gilgit Baltistan, Khyber Pakhtunkhwa, Azad Jammu & Kashmir, Balochistan and Aman Foundation from Karachi since its inception and this specialized ESA, has become a platform of providing professional training to Rescuers of all provinces of Pakistan and even SAARC countries could benefit from this training facility.
After establishment this modern infrastructure of the Punjab Emergency Service in Punjab and other provinces of Pakistan and now we are in a position to share our best practices with SAARC member countries so that citizens of all SAARC region could be provided with the basic right of timely emergency care like other developed countries in case of any accident, emergency and disasters, DG added. Speaking on the occasion, Mrs. Saira Afzal Tarar said that Rescuers were the brave sons of soil, who put their lives in danger to save the lives of others. She asserted that she herself witnessed excellent professionalism exhibited by rescuers during accidents, floods and other disasters. She also expressed her deep gratitude over successful completion of training and congratulated Director General Punjab Emergency Service (Rescue 1122), Dr Rizwan Naseer and his team for devotion and continuous struggle to provide the basic right to timely professional emergency care to helpless victims of accidents, emergencies and disasters. She said that under the dynamic leadership of the Chief Minister Punjab, Muhammad Shahbaz Sharif, the Province is moving towards a prosperous and safer Punjab. She further said that this credit goes to Punjab Govt. that Emergency Service has been established in all 36 Districts of Punjab and now expansion to all Tehsils is rapidly underway.
On this occasion, Memorandum of understanding (MoU) signed with National Ambulance Service College (NASC), Ireland on collaboration with Emergency Services Academy to maintain the Emergency Service according to the international standards through third party evaluation by NASC, Ireland. Under this agreement NASC shall monitor the ongoing trainings of emergency medical technicians, carry out examination and practical evaluation of the courses on non-profit basis. Another MoU signed between National Highway & Motorway Police and Punjab Emergency Service (Rescue 1122). Both departments will provide technical assistance in trainings. Earlier, the passing out cadets demonstrated their professional skills of emergency management during mock exercises of deep well rescue, water rescue, firefighting, urban search and rescue, rescue from confined spaces & rescue from height. These Cadets have been given specialized medical, rescue, firefighting and height rescue training in 1st phase and specialized training courses were arranged for them in the fields of Communication, Medical First Responder (MFR), Collapsed Structure Search and Rescue (CSSR), Communication & Incident Command System.
