A senior bar member has approached the Lahore High Court against officers of Pakistan Administrative Services (PAS) for observing strike against arrest of DG Lahore Development Authority (LDA) Ahad Khan Cheema. The petitioner Humayun Faiz Rasool through Azhar Siddique advocate pleaded that Punjab Civil Servants (Conduct) Rules 1966 do not allow any civil servant to protest against the state or its institution.
He pleaded that the PAS officers also violated Pakistan Essential Services (Maintenance) Act 1952, which does not allow them to leave their work place for a protest or agitation. He therefore prayed the court to declare the pen-down strike of the PAS officers illegal and order disciplinary actions against respondents.
Meanwhile, a civil society member Abdullah Malik also filed an application before the sessions' court for registration of a criminal case against additional chief secretary Umar Rasool and other PAS officers for observing the strike. He said that an application for registration of a case against the officers was filed with Civil Lines police but the station house officer is reluctant to take action to this effect.
