Additional Secretary Incharge, Ministry of Industries and Production (MoI&P) Mian Asad Haya-ud-Din has said that an inquiry against Chief Executive Officer (CEO), National Industrial Parks (NIP) and Management Company, is in progress in response to a letter written by the NIP Board.
"A probe against CEO NIP is in progress. Inquiry was being conducted by Joint Secretary Akhar Jan Wazir who has been transferred to Establishment Division. It will now be conducted by newly-appointed Additional Secretary Iftikhar Ali Shallwani," he added.
CEO NIP confirmed to Business Recorder that a certain individual is very close to him and is involved in land sale. He further confirmed that he had recommended Jam Shahbaz for a job in a company, M/s Thai Glass,that wants to establish a factory in NIP''s special economic zone. The company has raised this issue with the Ministry. Mudassir Iqbal was appointed as CEO of NIP on June 13, 2016 in relaxation of all the rules without any approval from the office of Prime Minister. He also concurrently holds the charge of General Manager of EDB. Mudassir Iqbal on the basis of sanctioned Extra Ordinary Leave (EOL) by EDB joined as CEO at NIP on contract basis.
The grant of EOL without pay (under rule 9 of the revised leave rules of Estacode 2015) does not allow him to work in another government company on full pay while retaining employment in another government company on extraordinary leave basis. The contract of employment demands severance of the relationship with the earlier government organization where the person was working prior to accepting contract employment for 3 years with some exceptions, which in the case of CEO NIP, do not apply.
The sources further revealed that as per the Memorandum of Articles of NIP, Article 49 specifically says that CEO of NIP will only be from the private sector on the basis of a competitive process of selection on a contract basis for a maximum of 3 years. Being General Manager of EDB under MOIP was well known to DGM, HR management, and EDB.
According to sources, DGM HR management, EDB, received some favours from Mudassir Iqbal when he was working as GM EDB.
"Some concealment of serious matters requiring inquiry of DGM HR connected to solar tracking system was made dormant and concealed with the help of the then GM EDB, Mudassir Iqbal," one of the retired employees of the EDB claimed. The incumbent CEO of EDB also connived with by not reporting the matter to MOIP or guiding the board of EDB in this regard.
The sources further revealed that Mudassir Iqbal allegedly violated the approved procedure of allotment of industrial plots in NIP and is inflicting losses on NIP on various matters, for which the Board has recommended his removal. The NIP Board of Directors has reported operating losses of millions of rupees in addition to irregularities in his appointment.
Some officials in the Ministry who he manipulated by claiming close relations with the Minister had placed the inquiry file on ice, but a couple of days ago the inquiry has started.
