Duty in previous budget sessions: NA body orders payment of honoraria to ICT Police employees
National Assembly Standing Committee on Government Assurances has said if honoraria are not paid to employees of ICT police who were on duty during budget sessions 2016-17 and 2017-18 in the Parliament House then secretary finance and secretary interior would be held responsible.
The committee met here with MNA Muhammad Afzal Khokhar in the chair at the Parliament House on Tuesday.
The committee was informed that all departments have paid honoraria to their employees except Islamabad Capital Territory (ICT) police. The committee expressed grave concern over non-payment of honoraria to the employees of ICT police. The committee directed that honoraria should be paid to them within 15 days; however, an interim progress report may be furnished within seven days.
The committee directed if honoraria are not paid then the secretary finance and secretary interior would be held responsible. The committee was informed that the then minister for finance announced honoraria for employees for different departments who performed duties in the Parliament House during the said sessions.
The committee was informed that the employees of PTVC had been paid honoraria. The committee appreciated the action taken by the PTVC authorities. However, the committee recommended that the PTVC chairman may pay honoraria to the employees, if any, who performed the duty and could not be paid honoraria. However, any payment in this regard should strictly be made in accordance with the rules.
The committee directed the Power Division to address the issue of load-shedding in district Buner within four weeks and submit weekly reports to the National Assembly.
The committee recommended that the Ministry of Housing and Works might give equal status to the employees of National Assembly Secretariat and Senate Secretariat as of other civil servants with respect to allotment of houses and plots.
The committee directed the Ministry of Commerce to give briefing to Qaiser Ahmed Sheikh about the steps taken to enhance exports and submit report within seven days to the National Assembly.
The Standing Committee on Government Assurances constituted a subcommittee under convener-ship of MNA Shahzadi Umerzadi Tiwana to monitor all pending assurances and get them implemented. Other members of the subcommittee include MNA Dr Fouzia Hameed, MNA Malik Ibrar Ahmed and MNA Abdul Majeed Khan Khanankhail. Shahzadi Umerzadi Tiwana presented two reports of two subcommittees before the standing committee and informed that the delayed project of bridge over Ravi River at Syedwala Patan in district Nankana Sahib has been completed due to efforts of the subcommittee.
However, the National Highways Authority (NHA) did not make the payment for land compensation to affected people of the bridge so far. The meeting was attended by Abdul Majeed Khan Khanankhail, Shahzadi Umerzadi Tiwana, Chaudhry Muhammad Munir Azhar, Syed Sajid Mehdi, Malik Ibrar Ahmed, Rajab Ali Khan Baloch, Abdul Hakeem Baloch, Shafqat Mahmood, Dr Fouzia Hameed and Sher Akbar Khan, mover of the question about load-shedding in district Buner.
