German auto giant Volkswagen, still battling to move past a long-running scandal over diesel emissions, on Thursday named the head of the VW brand, Herbert Diess, as its new chief executive as part of a major management shake-up. He will replace outgoing CEO Matthias Mueller, who was appointed in 2015 shortly after the so-called "dieselgate" scandal broke and plunged the former paragon of German industry into the biggest crisis in its history.
