The lack of quorum once again barred the minority MPA-elect, Baldev Kumar to be administered oath as member of the Khyber Pakthunkhwa Assembly Monday as the proceedings of the house were adjourned within a short period of seven minutes.
The proceedings were chaired by Mahood Jan of PTI when only ten MPAs were in the house when the quorum was pointed out as against 31. The chair adjourned the proceedings and ordered the ringing of the bells to complete the quorum but in vain.
At the very outset, the chair invited Baldev to take oath after recitation from the Holy Quran, but Fazle Elahi of PTI immediately stood up and pointed out the lack of quorum and as such the chair order for ringing of the bell three times to complete the quorum.
However, the quorum could not be completed, which is pre-requisite for the assembly's proceedings to continue and as such the session was prorogued after the chair read out the Governor's order prorogation.
Speaker Asad Qaiser had earlier issued the production order of Baldev Kumar in the assembly session on the directives of Peshawar High Court, commencing on Monday (April 16).
He was also prevented from taking oath as member of the house on February 26 last as both the treasury and opposition benches created rumpus in the house when he was spotted by the MPAs in the assembly hall.
Even, some of the members threw shoes at him to express their anger for allegedly killing their colleague late special assistant to Chief Minister Sardar Soran Singh in Buner district in April 2016.
The MPA-elect is behind bars for the alleged murder Sardar Soran Singh. The accused was on the second spot on the priority list of the ruling Pakistan Tehreek-e-Insaf (PTI) for the minority reserved seats.
