Achievement of Prime Minister's Global Sustainable Development Goals (SDGs) seem no longer priority of the government, as no fund has been proposed in Public Sector Development Program (PSDP) for the next fiscal year (2018-19) to achieve global targets set for the country in the programme.
A copy of the document of proposed allocations for ministries/ divisions and other initiatives available with Business Recorder revealed that unlike Rs 30 billion allocated for Prime Minister's Global SDGs for the outgoing fiscal year, no funds have been proposed for global SDGs for the next fiscal year. The government has also proposed a slash in allocation for power sector for the next fiscal year to Rs 33 billion from Rs 60 billion for the outgoing fiscal year. The government has also excluded Special Federal Development Program, Clean Drinking Water for All and special provision for completion of China-Pakistan Economic Corridor (CPEC) projects from development budget for the next fiscal year. Rs 40 billion for Special Federal Development Program, Rs 12.5 billion for Clean Drinking Water and Rs 50 billion for completion of CPEC projects were earmarked for the outgoing fiscal year.
Proposed allocation for NHA has been slashed to Rs 233 billion in PSDP for the next fiscal year from Rs 319 billion for current fiscal year, while allocation for Water Resources Division has been increased to Rs 59 billion for the next fiscal year from Rs 36.7 billion for the current fiscal year.
Sources said that Rs 2877.487 million have been proposed for Aviation Division, Rs 1066.438 million for Cabinet Division in PSDP for the next fiscal year. Rs 5651.266 million have been proposed for Capital Administration & Development Division, Rs 2721.650 million for federal health projects and Rs 2005 million for education projects.
The proposed allocation for Commerce Division were Rs 1,200 million, Communications Division (other than NHA) Rs 13,937.204 million, Defense Division, Rs 808.197 million, Defense Production Division, Rs 2,780.000 million, Federal Education & Professional Training Division, Rs 3,286.505 million, and Finance Division, Rs 14,015.578 million. The proposed allocation in the PSDP for Higher Education Commission (HEC) is Rs 37000 million and for Housing & Works Division is Rs 6356.824 million.
Rs 25010.061 million has been proposed for National Health Services, Regulations and Co-ordination Division in next fiscal year PSDP, R.10000 million for Pakistan Atomic Energy Commission (PAEC). Allocation for Planning, Development and Reform Division has been proposed at Rs 17647.246 million, Railways Division, Rs 31,411.473 million, Revenue Division, Rs 1,746.200 million, Science & Technological Research Division, Rs 2,300 million, and proposed allocation for States & Frontier Regions Division is Rs 27,755.529 million.
The proposed allocation for SUPARCO in PSDP for next fiscal year is Rs 3,500 million, Rs 1574.205 million for Industries & Production Division, Rs 865 million for Information & Broadcasting Division, Rs 2,656 million for Information Technology & Telecom Division, Rs 2,265.584 million for Inter-Provincial Co-ordination Division, Rs 19,581.535 million for Interior Division and Rs 44,655.617 million have been proposed for Kashmir Affairs & Gilgit-Baltistan Division.
Allocation of Rs 1,000 million has been proposed for Law & Justice Division, Maritime Affairs Division, Rs 10,198.683 million, Narcotics Control Division, Rs 251.207 million, and Rs 1,691.510 million have been proposed for National Food Security & Research Division.
An official of Finance Ministry said that decision regarding allocation of funds for SDGs might be taken by the Prime Minister during National Economic Council (NEC) meeting.
