Concessional financing scheme for SMEs

The State Bank has recently announced a concessional financing scheme for SMEs which was reported in Business Recorder also.
This is highly surprising that Banks are not aware of it. I have approached a number of banks for this financing but none of them was aware of it. If this is the attitude of banks towards SMEs, how can SMEs grow in the country despite whatever the State Bank does. Interestingly even SME Bank does not know about it?
I will, therefore, request the SBP through this newspaper that if they kindly guide us in the interest of SMEs as to which banks are offering this financing.
