Allocations for federal Public Sector Development Programme (PSDP) to date in the current year are higher by 3.25 percent relative to the comparable period of 2016-17. Federal government released Rs 670.16 billion up to May 18, 2018 from its revised PSDP of Rs 750 for the current fiscal year - 89.4 percent of total revised allocation whereas for the comparable period of the year before total disbursement was Rs 616.7 billion against the revised spending target of Rs 715 billion, which constitutes 86.15 percent of total allocation.
Infrastructure remained government priority during the last fiscal year as PSDP allocation for National Highways Authority (NHA) was increased from Rs 319.7 billion to Rs 325.7 billion in the revised spending estimates and power division allocation was increased in the revised target to Rs 84.901 billion from Rs 60.909 billion while allocations for health, education, Railways, finance, housing and others was slashed in the revised target of federal PSDP spending for the outgoing fiscal year.
The government so far released Rs 253.98 billion PSDP for the National Highway Authority (NHA) against revised budgeted allocation 325.7 billon for 2017-18 and Rs 171.23 billion (55.02 percent) to the ministries divisions for undertaking development projects from revised allocation of Rs 310 billion.
WAPDA (Power) sector was disbursed Rs40.6 billion from the revised allocation of Rs 85 billion but according to Planning Commission of Pakistan data no fund was released to Foreign Affairs Division, National Security Division, Special Provision for Completion of China Pakistan Economic Corridor (CPEC) related project and Gas Infrastructure Development Cess for their development projects.
Railways Division got Rs 19.384 billion from revised PSDP allocation of Rs 22 billion for development projects, Rs 31.51 billion were released to Water and Power Division (Water Sector) from revised budgeted allocation of Rs 35.7 billion for current fiscal year.
The government also released an amount of Rs 19.01 billion for various development projects of Higher Education Commission (HEC) from revised allocation of Rs 32.95 billion for ongoing financial year, while Rs 126.1 billion has been released for Atomic Energy Commission.
An amount of Rs 18.51 billion has been released to National Health Services, Regulations and Coordination Division from revised allocation to 32.95 billion from 35.6 billion earmarked in the budget while an amount of Rs 13.6 billion has been released to Finance Division against revised budgeted allocations of Rs 15.7 billion.
The government has released Rs 53.43 billion for Special Federal Development Program for temporarily displaced persons (TDPs) against Rs 90 billion budgeted allocation and Rs 11.95 billion for development projects of Prime Minister's Youth and 'Hunarmand Programme' under current fiscal year 2017-18.
The entire amount of Rs 30 billion has been released for Prime Minister's Global SDGs Achievement Programme. The government released Rs 1.77 billion to Port and Shipping Division, Rs 873.95 million to Science and Technological Research Division, Rs 268.597 million for Defense Division, Rs 7.324 million for Housing and Works Division and Rs 1.79 billion for Defense and Production Division. An amount of Rs 464.4 million has been released for Ministry of Energy (Petroleum Division) out of its revised budgeted allocations of Rs 16.5 billion.
The government released Rs 22.75 billion for development projects of Azad Jammu and Kashmir against the total budgeted allocation of Rs 25.84 billion for current fiscal year. The government also released Rs 15.4 billion for development projects of Gilgit-Baltistan against Rs 18.3 billion budgeted allocation, while Rs 25.46 billion have been released for the projects of Federally Administered Tribal Areas (FATA) against the total budgeted allocation of Rs 26.9 billion.
