Home Secretary Balochistan Wednesday informed the Senate Functional Committee on Human Rights that over 231 persons from Hazara community were killed during 2013. The home secretary told the committee that over 231 persons from Hazara community were killed and 445 others got injured in 2013, while six persons were killed and three others got injured in 2018.
The FC officials told the committee that FC has deployed 4,000 personnel in Hazara community. The Senate Functional Committee on Human Rights met here with Mustafa Nawaz Khokhar in the chair at the Parliament House on Wednesday. The secretary Ministry of Human Rights briefed the committee about mechanism, performance and measures taken regarding human rights.
He said that there are 30 officers from grade-17 to grade-22 and there are 189 employees from grade-1 to grade-16. The government has allocated Rs 438 million under the head of development budget and Rs 300 million as non-development budget in the Budget 2018-19. Regarding social services, the secretary said that the ministry established residences for women, women hostels, National Child Protection Center and National Institute of Human Rights. He said that 'the ICT Child Protection Bill 2017' has been passed whereas Christian Marriage Bill is still in draft form.
The director general human rights told the committee that the Ministry of Human Rights in collaboration with SAIEVEC conducted 26 workshops against violence on children. The chairman National Commission for Human Rights while briefing the committee said that there are nine members in the organization with the chairperson, whereas in four provinces, ICT and FATA, minorities and retired officers have been given representation.
The secretary of Ministry of Human Rights told the committee that the ministry set up helpline 1099 which give suggestions regarding human rights and inculcate awareness among the public. Regarding massacre of Hazara community in Quetta, the counsel for Hazara Division told the meeting that over 3,000 people have been killed so far, more than 10,000 have migrated from the area and 90,000 families have left Pakistan. He said that the government should bring back them to the country. He further said that the youth are not being provided with suitable jobs due to which they are turning to terrorism.
The chairman committee summoned secretary establishment regarding shortage of police officers in Balochistan and Ministry of Interior officials regarding briefing on border management system in the next meeting. He also summoned deputy commissioner in the next meeting regarding water issues in Kot Asadullah and Kalanwala. Among others, the committee meeting was attended by senators including Jehanzeb Jamaldini, Hidayat Ullah, Sana Jamali and Rana Mahmood-ul-Hassan, secretary Ministry of Human Rights and secretary Ministry of Parliamentary Affairs.
