Ministry of Interior informed the Prime Minister's Office on Wednesday that the name of Syed Zulfiqar Abbas Bukhari, a close friend of Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan also who is widely known as Zulfi, is on blacklist, and not on Exit Control List (ECL), on the recommendations of National Accountability Bureau (NAB).
Sources said that Interior Ministry submitted its report to Prime Minister's Office after caretaker Prime Minister former Justice Nasirul Mulk took notice of media reports that Interior Ministry removed Bukhari's name from the ECL and allowed him to visit Saudi Arabia. The Prime Minister had sought a report from Ministry of Interior.
The sources said that Interior Ministry in its report sated that it had placed Bukhari's name on blacklist and not on ECL. The Interior Ministry has discretionary powers to allow anybody to go abroad whose name is placed on the blacklist, they said.
According to a letter issued by the Ministry of Interior on June 11, one-time permission was given to Bukhari for six days for performing Umra. The letter sent to the Director General (DG) of Immigration and Passports (I&P) said that it has been decided to grant one-time permission to Syed Zulfiqar Hussain Bukhari for a period of six days. The DG immigration and passports is requested to take further necessary action accordingly under intimation to this ministry and FIA.
According to details, PTI Chairman Imran Khan, his wife Bushra, Aleem Khan and his wife and Zulfiqar Bukhari traveled in a special flight to Madina on Monday last. However, their flight was delayed by an hour because Bukhari's name was on blacklist and he was not initially allowed to travel abroad by Federal Investigation Agency's immigration staff deputed at the airport. Later the flight was allowed to leave with Bukhari on board.
