National Accountability Bureau (NAB) on Wednesday decided to file a corruption reference against former Prime Minister Syed Yousaf Raza Gilani and authorized an investigation against Owais Muzaffar Tappi, former minister for local government in Sindh.
An official said the decision to this effect was taken in NAB Executive Board Meeting (EMB) that was presided over by NAB Chairman former Justice Javed Iqbal. He said that the NAB EBM decided to file a reference against former Premier Gilani, former Secretary Information Technology Farooq Awan, former PIO Muhammad Saleem, former company secretary Universal Services Fund Syed Hussain Sheikh, CEO M/S Midas Pvt Ltd and others.
The accused had allegedly abused authority and illegally awarded contract of advertisement campaign to Midas Pvt Ltd in violation of Public Procurement Regulatory Authority (PEPRA) rules and regulations which had caused loss of Rs 128.07 million to national exchequer, he said.
He said that the Bureau also authorized an investigation against former Minister for Local Government Sindh Owais Muzaffar Tappi, Raja Muhammad Abbas, former chief secretary Sindh, Ghulam Mustafa, former secretary land utilization Sindh, Ghulam Abbas, former secretary land utilization Sindh, and others for illegally allotting hundreds of acres of land of Malir River causing a dent of Rs 33,000 million on the exchequer.
He said that EBM authorized an inquiry against officers and officials of Lahore Development Authority (LDA). The officers and officials have been accused of corruption in Orange Line Metro Train (OLMT) project by abusing their authority, he said, adding that it caused a loss of Rs 4 billion to the national exchequer, he said.
The official said that NAB also approved a corruption reference against the former Director General (DG) Sindh Building Control Authority Karachi and others. The former DG and others are accused of corruption, forgery in official documents and misuse of authority causing a loss of Rs 3 billion to the national exchequer, he said.
He said that NAB also okayed an inquiry against officers and officials of Khyber Pakhtunkhwa Oil and Gas Company Limited. They are accused of making illegal appointments, wastage of huge money over foreign tours and purchase of software at Rs 142.4 million from their blue-eyed company at exorbitant rates through misuse of authority, he said.
The official said that Bureau also approved an inquiry against vice chancellor of Federal Urdu University of Arts, Science and Technology and others. They are accused of awarding scholarships to blue-eyed teachers and students causing a loss of Rs 11.673 million to the exchequer, he said.
The official said that the EBM also approved an inquiry against former federal minister Hafiz Abdul Kareem, Usman Abdul Kareem, Anus Abdul Kareem, Dr Nageeb Haider and others for having assets beyond known means and deceiving students at a large scale by giving them admission in an illegal institute.
The official said that the EBM also approved a corruption reference against Director M/S Pak Sultan-ul-Arifeen, Chief Executive M/S Pak. They are accused of non-payment of Rs 21.642 billion under the head of license fee to the government, he said, adding that the Bureau also authorized investigation against Saqib Ahmed Summro, member land utilization Sindh, and management of Gulshan Areesha Cooperative Housing Society. They are accused of allotting government land to Gulshan Areesha Cooperative Housing Society, causing a loss of Rs 4 million to the national exchequer, he said.
He said that the EBM also approved eight other inquiries against former Deputy Attorney General Sindh Mazhar Ali, DG Audit and Accounts Amdar Memon, officers and official of Lady Reading Hospital Peshawar, officers and officials of Metropolitan Corporation Quetta, Director Finance QUEST Faisal Sheikh, Dr Mubarik Ali, principal Sheikh Zaid Medical College, Dr Rashid Bajwa, Chief Executive National Rural Support Program, and officials and officers of Ministry of Housing and Works.
