Sindh Water Commission (SWC) Wednesday restrained all local government municipal corporations, municipal town committees from engaging contingency employees. The Commission issued these directives after Secretary Local Government Sindh raised the issue of unauthorized employees over and above the budgetary limits. Secretary Local Government sought one month's time to carry out a detailed scrutiny of the employees, their suitability and the transparency of their appointment.
The Commission, headed by former judge of Supreme Court Justice Amir Hani Muslim directed that OZT received by them shall be distributed to the regular employees and to all the pensioners while the remaining amount shall be utilized for water supply, sewerage and fire brigade or for maintenance work wherever necessary.
The Commission observed that the issue of contingency which is being exploited on the ground of cleaning also needs to be reviewed at the government level as because of this phenomenon no productive results have been earned by the government. Commission gave two weeks' time for accomplishing this task.
In the meantime, Secretary Local Government shall ensure that the Chairmen releases the amounts of their transferred employees and or pension without loss of time failing which it will be treated as non-compliance of the directives of the Commission.
The Commission also directed Karachi Water & Sewerage Board (KW&SB) to take over all RO plants within its Karachi jurisdiction for operational and maintenance purposes. All the RO plants, which are within Karachi jurisdiction of KW&SB should be run, operated and outsourced, one-man judicial commission headed by ordered and also issued the same orders for WASA to takeover the RO plants in Hyderabad.
The Commission also confronted MD KW&SB over the slow progress of 65 MGD Water scheme. MD KW&SB couldn't satisfy the commission after it appeared that team under the project director of the said scheme is not paying the required attention. The Commission directed MD KW&SB to replace the team along with PD, who have failed to deliver since long.
Water board chief told the commission that there are number of gazetted and non-gazetted vacancies vacant in the board. Commission directed MD to start the recruitment process through competitive way. The Commission ordered for engaging reputable agencies like NTS or IBA as far as the non-gazetted posts are concerned. For gazetted posts, Public Service The Commission should be approached.
The Commission directed that that this process should immediately start without any further delay of time so that water board is fully functional and self-sufficient in terms of human resources. Judicial commission also deliberated upon the installation of treatment plants and septic tanks at the industries and issued notices to various industries for not complying with the orders for installing these plants. The Commission also directed to issue bailable warrants for some of the factory owners for not complying with its orders and ordered police to produce them in the Commission.
