The Senate Standing Committee on Capital Administration and Development Division (CADD) Monday showed displeasure over the absence of chairman Capital Development Authority and CDA members from its meeting and decided to serve them with show cause notice.
The Senate panel was of the view that due to absence of CDA high-ups, it could not get proper briefing on Monal and La Montana Restaurants.
The Senate Standing Committee on Capital Administration and Development Division (CADD), which met here at Parliament Lodges with Dr Ashok Kumar in the chair, discussed the alleged encroachment on state land by Monal and La Montana Restaurants.
The committee wanted to have complete briefing from the CDA chairman, member planning and member estate over the issue; however, the CDA officials did not turn up in the meeting and their absence irked the committee members.
The committee Chairman said that notices of meeting were served on the chairman CDA and members, but they did not turn up. To this, the committee decided to serve the CDA officers with show cause notices.
Earlier, the committee discussed the issue of lease and its terms and conditions of aforesaid two restaurants and directed the officers of Metropolitan Corporation Islamabad to attend the meeting to carry out measurement of both restaurants to check the volume of encroachment. During the meeting, Chief Officer of MCI Syed Najaf Iqbal said that CDA had leased out both restaurants and, MCI which was formed in 2016, a couple of month ago was given the administrative control of these restaurants. The committee chairman said that apparently CDA land in case of both the restaurants has been encroached upon. The committee was told that Directorate of Municipal Administration (DMA) of MCI has been collecting over Rs 700,000 per month rent from Monal and Rs 51,000 per month from La Montana.
The committee directed the MCI officials to check whether or not both the restaurants are being run as per their approved building plans. The committee decided that this matter would be discussed in the next meeting again, when the CDA chairman and members will brief the committee. The committee also discussed the stalled Margalla Avenue project and on the request of committee member Mir Muhammad Yousaf Badini formed a sub-committee to look into this project, which had been started in 2012 but it is still incomplete because of dispute between contractor and the CDA. The committee discussed the issue of Federal General Hospital, Chak Shahzad, in detail and termed the briefing of its head Dr Shahid Ansari as ambiguous. The committee showed its annoyance that the only hospital in rural area lacks several facilities and manpower, as many posts of doctors are lying vacant in the facility.
Dr Ansari told the committee that hospital has been facing acute shortage of anesthetists and gynecologists. He said that he has only one anesthetist and because of this, only selective surgery is being done.
Dr Ansari said that appointment of health personnel is not on priority of the Federal Public Service Commission, which takes two years time for making appointments.
The committee member Senator Mushahid Hussain Sayed said that this is alarming that appointment of health personal is not on priority of the FPSC. He said that appointments of doctors and health personnel should be made within 90 days time. The committee chairman said that health facility, which does not have proper facility for gynae patients cannot be called a hospital. The committee directed that all vacant posts in the hospital should be filled at the earliest.
It is relevant to note here that the said 200-bed hospital spread over 22 kanals of land in Chak Shahzad - rural area of Islamabad - is the only health facility for entire rural population. But because of various reasons, the hospital has failed to properly deliver.
