Pakistan Association of Printing & Graphic Arts Industry (PAPGAI) has strongly condemned the imposition of regulatory duty (RD) on paper. The industry has been demanding for years the rationalization of duty structure on paper and printed material. The printing industry of Pakistan is consisted of over 15,000 large, medium and small size units, employs over one million workers and is the second biggest employer after textiles.
The industry deserves the government support in terms of rational fiscal and trade policies. Instead, it is explicitly discriminated against via distortionary policies. Standard economic theory - and common sense - says that raw material import must be taxed at the lowest level and finished products higher in order to promote local industry in terms of value addition and employment, says a press release issued here on Wednesday.-PR
