Senate Sub-Committee of the Committee on Delegated Legislation on Thursday expressed displeasure over delay in finalisation of rules for National Institute of Technology Board (NITB) and directed the relevant officials to expedite work on it. The meeting of the committee was held here at the Parliament House in the chair of Senator Robina Khalid. The NITB officials briefed the committee members about progress on rules and regulations of the technology board.
Convener of the committee Senator Robina Khalid showed displeasure regarding delay in finalisation of rules for NITB and said that information technology is the future of the world and instead of facilitating its growth and development in Pakistan "we are hampering its progress."
She said that these rules were received from the NITB on 1st July, 2015 and the case was examined by the Ministry of IT and Telecommunications to ensure all codal formalities and legal requirements were fulfilled. After detailed examination, the case was forwarded to Establishment Division on 15th July, 2015 and since then Establishment Division has posted a number of queries.
Executive Director NITB Nasir Naqvi informed the committee members that hiring human resource and retaining it is a major challenge. He said if remuneration packages are not up to the IT job market, hiring capable individuals would not be possible.
Retaining people on rules that were formulated centuries ago is not feasible, he added. Senator Kulsoom Parveen asserted the need to make NITB an autonomous body, adding that she would push this case through both the Standing Committee on Information Technology and Telecommunications as well as this forum.
She asserted that development of IT in the government sector would put an end to delay in putting up of files which will be extremely beneficial. Discussing issues related to the Drug Regulatory Authority of Pakistan (DRAP), Convener Committee Senator Robina Khalid said the authority should review food supplements that are prescribed to gym-goers by trainers.
Senator Kulsoom Parveen, a member of the committee, said that it is imperative that this regulatory body reviews medication closely and ensures that production of all substandard medication is stopped.
