The National Accountability Bureau (NAB) Rawalpindi has arrested two former and serving senior officials of the Capital Development Authority (CDA) as well as a contractor for illegal award of 36 kanals (4.5 acres) of land at a prime location of 3rd Avenue of Islamabad to run shuttle service for the Diplomatic Enclave. The arrested CDA officials included Ghulam Serwar Sandhu, ex-director urban planning, who was recently demoted from the post of director general to deputy director and Nusratullah, ex-member planning, a NAB press release said here Sunday.
Ghulam Sarwar Sandhu wrongfully presented facts in his summary so that contract to be awarded to his frontman Muhammad Hussain (the contractor) for developing multiple facilities for visa seekers and running shuttle services. Accordingly the said piece of land worth billions of rupees was allotted to the contractor in 2008 at a throwaway price of Rs 2 /sqy per annum as rent of the land to the CDA, without process of tendering/bidding, which was the gross violation of prescribed government rules and regulations, the press release added.
Moreover, it said, the contractor operated that facility till 2015 and illegally charged Rs 500 each from passengers for transportation into the Diplomatic Enclave, whereas the Islamabad High Court took notice of the matter and termed the contract awarded by CDA illegal and a glaring example of favouritism.
