The blue-eyed and influential retired bureaucrat Sahibzada Saeed Ahmad has tendered resignation as member Board of Director (BoD) Khyber Pakhtunkhwa Economic Zones Development and Management Company (KP-EZDMC). Sahibzada Saeed Ahmad, a former Secretary Finance Khyber Pakhtunkhwa is heading Strategic Support Unit (SSU) of the provincial government. He is also chairman of Pakhtunkhwa Energy Development Organization (PEDO).
He has tendered his resignation through an email sent to the Secretary Industries/Chairman KP-EZDMC on October 16, 2018 and had cited large size of BoD as big hurdle in the deliverance by the company. It said that due to 21 board members, which is an excessive number by any account, multiple issues are created that include difficulty in arranging meetings due to varying schedule of members and deferring crucial agenda items for months.
The resignation said that such issues have led to undesirable outcomes with significant delays in achieving the major delivery targets related to the mandate of the company. He said that upon going through the best practices of corporate governance is very clear than an effective board size, whether for non-profit or for profit companies, varies from 5-10 members including the Chief Executive Officer (CEO).
Therefore, he in his resignation letter has suggested in the articles of association to constitute the board with a rational size based on best practices. Therefore, he is of the opinion that as a member of the board he has not been able to effectively contribute towards improving the delivery of the company.
However, some sources in the KP-EZDMC are citing his controversial role in the recruitment of the incumbent CEO of the company and inquiring initiated by the top national anti-graft watchdog National Accountability Bureau (NAB). The Human Resource (HR) Committee headed by the retired bureaucrat had allegedly amended the procedure for the hiring to benefit a specific person.
But, on the other hand two other private sector representatives Mohammad Adnan Jalil and Iftikhar Ahmad have defended the performance of the KP-EZDMC. In his comments on the contents of the resignation of Sahibzada Saeed Ahmad, Mohammad Adnan Jalil said that though the company since its formation has issues of governance and management evidenced in the inquiry report of the Secretary Law.
