Ministry of Planning, Development and Reforms (MoPD&R) has earmarked Rs 11.030 trillion budget for national development projects including Rs 5.545 trillion for federal and Rs 5.485 trillion for provincial development projects and 15 percent average annual growth in Public Sector Development Programme (PSDP) during the next five years (2018-23).
According to documents available with Business Recorder, average annual growth in PSDP is targeted at 15 percent with federal development outlay during next five years (2018-23) at Rs 5.5 trillion including Rs 1 trillion from innovative financing at an average of Rs 1.1 trillion per annum; and 62 percent of total Federal Investment Programme for next five years has been apportioned for Infrastructure-Transport & Communication (including railways, ports, airports), energy, water and physical planning & housing sectors.
Federal PSDP carries a throw-forward of Rs 4.4 trillion in the first year of the five year plan, i.e, financial year 2018-19. The PTI government has projected Rs 5.097 trillion (51 percent) out of 11.030 for infrastructure sector including Rs 2.827 trillion (62 percent) for federal and Rs 2.27 trillion (41 percent) for provinces under PSDP.
A total of Rs 671 billion (7 percent) has been projected for energy development projects including Rs 490 billion (11 percent) for federal and Rs 181 billion (3 percent) for provinces for next five years (2018-23). A total of Rs 2.616 trillion (26 percent) has been projected for transport and communications sector including Rs 1.691 trillion (37 percent) for federal and Rs 925 billion (17 percent) for development projects of the provinces.
The government has also projected Rs 1.043 trillion (10 percent) for water resources including Rs 519 billon (11 percent) for federal and Rs 524 billion for development projects of provinces for the next five years. A total of Rs 767 billion (8 percent) has been projected for projects of physical planning and housing sector including Rs 127 billion (3 percent) for federal and Rs 640 billion (12 percent) for provinces.
A total of Rs 1.253 trillion (12 percent) has been projected for poverty alleviation and social protection including Rs 642 billion (14 percent) for federal and Rs 611 billion (11 percent) for provinces for next five years (2018-23). The government has also projected Rs 1.216 trillion (12 percent) for equitable regional development, including Rs 483 billion (11 percent) for federal and Rs 733 billion (13 percent) for provinces and Rs 1.778 trillion (18 percent) for development projects of social sector including Rs 434 billion (10 percent) for federal and Rs 1.344 trillion for provinces.
A total of 649 billion (6 percent) has been projected for education and higher education including Rs 259 billion (6 percent) for federal and Rs 390 billion (7 percent) for provinces. The government has also projected Rs 885 billion (9 percent) for health and population including Rs 141 billion (3 percent) for federal and Rs 744 billion (14 percent) for provinces and Rs 244 (2 percent) billion for other sectors including Rs 34 billion (1 percent) for federal and Rs 210 billion (4 percent) for provinces for the next five years (2018-23).
The government projected a total of Rs 273 billion (3 percent) for governance including Rs 85 billion (2 percent) for federal and Rs 188 billion (3 percent) for provinces. A total of Rs 69 billion (1 percent) has been projected for science and information technology including Rs 54 billion (1 percent) for federal and Rs 15 billion (0.3 percent) for development projects for next five years.
Additional resources to finance erstwhile Federally Administered Tribal Areas (FATA) and Ten Years Development Plan (TDP) will be made available from NFC i.e. 3 percent. Special provision has been made (Rs 150 billion) to achieve Sustainable Development Goals (SDGs). Likewise, special allocation to improve quality of life, poverty reduction and job creation has been made - Rs 51 billion.
Water sector was low priority in the past, but in light of National Water Policy, water sector has been allocated about 11 percent of total federal programme. Adequate provision has been made for mega dams like Bhasha, Mohmand and distribution system.
Social sectors will receive 10 percent of total projected outlay special areas i.e. AJK, Gilgit-Baltistan (GB) will receive Rs 250 billion during the five-year plan period. Erstwhile Fata will receive Rs 233 billion including allocations for Fata's 10-year Development Plan (TDP) after modalities to merge Fata with Khyber Pakhtunkhwa have been worked out.
