All Pakistan Customs Agents Association (APCAA) has urged the Pakistan customs to allow verification of concessionary certificates before arrival of vessels or filing of Goods Declaration (GD).
This was stated by APCAA delegation while meeting with Chief Collector Appraisement and Collector Appraisement West here.
Arshad Jamal, who headed APCAA delegation, said that although all concessionary certificate could be verified online, due to mandatory requirement of SRO for submission of original certificate to customs authorities, it caused 8 to 18 hours delays in the cargo clearance.
Therefore, it has been requested to allow verification of concessionary certificates before arrival of vessels or filing of GDs and a certified copy may also be given to traders to submit at the time of filing of GDs to avoid unnecessary procedural delay.
Arshad also requested to make a Change Request Form (CRF) for adjudication of section-82 in according to module of invoice not found and fixe fine of Rs15000 to avoid malpractices and delays.
Meanwhile, Suraiya Ahmed Butt, Chief Collector Appraisement & Wajid Ali Collector Appraisement said that they were keen to give maximum facilitation to the trade for ease of doing business.
Wajid said that appraisement would issue notification shortly to allow traders to submit concessionary certificate before filing goods declaration and FTA cell would also issue a verified copy to trader for online submission with goods declaration, which would restrain appraisers to call certificates.
He further said that the requirement of submitting original certificate would be eliminated after the formal execution of data exchange project with China.
Regarding the issue of poor performance of lab highlighted by APCAA delegation, Chief collector directed the collector to look into the matter and submit report on lab performance. Collector also advised the APCAA delegation to submit proposal related to CRF and then customs department would finalize CRF accordingly.
