A summary of revising the criterion of appointment of permanent chairperson Punjab Higher Education Commission (PHEC) has been sent to chief minister Punjab for approval after being approved by Law Department and Higher Education Department Punjab. Reliable sources told Business Recorder that criterion is revised on the recommendations of five-member high powered search committee which is chaired by former chairman Higher Education Commission of Pakistan Dr Atta-ur-Rehman.
According to the revised criterion 30 marks will be of academic carrier instead of 35 marks and 35 marks will be of leadership instead of 30 while 15 top candidates will be called for interview by search committee.
The sources also said that after the approval of revised criterion by chief minister Punjab post will be readvertised. The sources said that date of submitting application for the post of chairperson will also be extended. The process of appointment of chairperson will be prolonged after the revision of criterion and readvertisement. Earlier, the seat was advertised after full filling all the requirements. The last date of submitting application in the office of Punjab HEC is February 28, 2019.
The seat of chairperson Punjab HEC is vacant after the completion of the first term of the founder chairperson Dr Nizam Uddin on December 16, 2018. Currently, Secretary Higher Education Department Momin Agha has additional charge of Chairperson HEC Punjab. Meanwhile, Punjab government has completed the process of appointment of permanent vice chancellors in twelve public sector universities of the province. The government has taken the permission from chief minister Punjab and cabinet for the advertisement of posts of vice chancellors. The cabinet and chief minister has also given the approval of the criterion and constitution of search committees for the appointment of vice chancellors.
The reliable sources told Business Recorder that post of vice chancellors will be advertised till February 20, 2019. The sources also said that approval of search committees has been taken from the cabinet while the approval of the conveners and members will be taken from the cabinet very soon. The sources further said that after the approval of chief minister Punjab universities are categorized in to three categories which includes general category, women universities and engineering and information technology universities.
According to the details the government has constituted five-member search committees for all categories. The tenure of the committees will be two years.
The convener of the search committee constituted for the appointment of VC of general category universities is former vice chancellor Government College University Lahore Dr Khalid Aftab.
The other members of the committee are Senior Dean of Lahore University of Management Sciences (LUMS) Dr Arif Butt, Vice Chancellor Beacon House University (BNU) Shahid Hafiz Kardar, Secretary HED Punjab, Chairperson PHEC.
For women universities convener of the committee is Dr Khalid Hammed Sheikh while the other members of the committee are Dr Mira Phaibus, Nazish Atta Ullah, Secretary HED and Chairperson Punjab HEC. The convener of the committee for engineering and information technology universities is former vice chancellor GCU Dr Khalid Aftab while its other members are Mian Misbah-ur-Rehman, Dr Anwar Khursheed, Secretary HED and Chairperson PHEC. Earlier, present government had dissolve the search committees constituted by the previous PML-N government.
The criterion of the appointment of VCs had been made on the pattern of Khyber Pakhtunkhwa. According to the approved criterion 35 marks will be for research publications, 30 for administrative experience while 30 marks will be allocated for academic experience.
The candidate who obtained 75 marks will be short listed for interview while 100 marks have been allocated for interview conducted by search committee. The sources stressed their hope that process of appointment of public sector universities will be started till the end of the month.
