National Database and Registration Authority (Nadra) has informed the National Assembly Standing Committee on Government Assurances that a total of 155,046 identity cards have been blocked on the reports of intelligence and law enforcement agencies.
The committee met with Malik Muhammad Amir Dogar in the chair here at the Parliament House on Tuesday. The committee discussed blockage of national identity cards of the people particularly in Khyber Pakhtunkhwa and tribal areas of the country.
Nadra Director General Operation Brigadier Nasar Ahmed Mir (retd) told the meeting during his briefing that most of the cords of Afghani people have been blocked on the reports of police, Intelligence Bureau (IB) and Inter-Services Intelligence (ISI). He said illegal identity cards have been issued to Afghan refugees which have been blocked by Nadra. "Nadra has identified a total of 7,000 illegal CNICs of forefingers," he said.
He said that after the killing of Afghan Taliban leader Mullah Akhtar Mansoor in a US drone attack in Quetta, Nadra had blocked many cards after investigation. He said that committees have been constituted at district level under district coordination officers, including the members of IB and ISI to sort out the issue of blockage of cards. He said that members of the National Assembly of that district could oversee the committee. He said that some committees are very active and some are inactive. "We have written letters to inactive committees for playing their due role," he added. He said that people whose cards have been blocked should appear before the committee.
He said that in Fata only, 5,800 CNICs were blocked and over 1,600 cards have been cleared and some cards were cancelled because they were found bogus.
The committee expressed its grave concerns on the slow speed of Nadra and directed that each district level committee (DLC) must ensure to hold at least two meetings in a month and should cancel all bogus CNICs and restore all genuine CNICs of Pakistani citizens, immediately.
The committee recommended that National Database & Registration Authority should rapidly conclude the issue of blocked CNICs.
Ministry of Law and Justice told the committee that up-gradation/maintenance of Pakistan Code could not be published because the staff employed on this project had been terminated due to end of the project and non-availability of funds.
It was told to the committee that a summary of this case has been sent to the Establishment Division for approval. Soon after the approval, new staff would be hired to bind all amendments and publish them in a booklet form.
The Standing Committee directed that the amendments passed by the legislature in Section 182 of Pakistan Penal Code should be incorporated in the Pakistan Code and a certified copy of the same should be furnished to the committee within seven days.
The committee directed that Establishment Division should fulfil its responsibilities in this regard, without further delay.
The committee was briefed by the representative of the KPK government about the issue of detention on the basis of regional responsibility. The committee was told that, as per information collected from all seven districts of FATA, no one was under detention on the basis of regional responsibility on 18th March 2019.
The meeting was also attended by MNAs Mujahid Ali, Sheikh Rashid Shafique, Chaudhary Armaghan Subhani, Usman Ibrahim, Muhammad Afzal Khokhar, Syed Javed Ali Shah Jillani, Syed Ghulam Mustafa Shah, Sajid Khan and Gul Dad Khan.
