Ministry of Postal Services is facing massive deficit with only Rs 11 billion earning and more than Rs 22 billion spending while officials maintain that deficit is uncontrollable due to pension liability. A meeting of the National Assembly's Standing Committee on Postal Services chaired by Haji Imtiaz Ahmed Chaudhary was informed that fiscal position of the ministry is very bleak and it needs massive support from the government to make it compatible with service provided by the private sector.
"We have no control on deficit because of pension liabilities which consume Rs 7 billion from the allocated budget," said senior official of the Pakistan Post while complaining that Central Directorate of National Saving (CDNS) is not giving 'Pension and Behbood' certificates to the Pakistan Post even though it is disbursing pension to 1.3 million pensioners. The committee was urged that Finance Ministry may be requested to allow Pakistan Post to handle these certificates.
The 2nd meeting of the postal services committee was given a briefing by the Deputy Director General, Pakistan Post, about functions, performance, and challenges faced by postal services.
He informed the committee about the recent initiatives/achievements of the Pakistan Post, including same day delivery, electronic money order (home delivery), mobile app, AMS Plus, E-Commerce initiatives and partnership with NADRA. Comparison between revenue from July-February 2017-18 and July-February 2018-19 was placed before the committee. He also briefed the committee about the future projects.
He informed the committee that the Postal Services provide domestic as well as international postal and allied services to the people of Pakistan at an affordable cost. He informed the committee about the details of total sanctioned strength, regular employees, part-time employees, shortfall of staff and number of operational vehicles.
Those members of the committee who attended the meeting included Chaudhary Shoukat Ali Bhatti, Raja Riaz Ahmad, Malik Karamat Ali Khokhar, Tahir Iqbal, Niaz Ahmed Jakhar, Asma Hameed, Shaheen Naz Saifullah, Rukhsana Naveed, Munawara Bibi Baloch, Syed Javed Husnain, Romina Khursheed Alam, Ayesha Rajab Ali, Nawabzada Iftikhar Ahmed Khan Babar, Syed Abrar Ali Shah, Naveed Aamir Jeeva and Muhammad Anwar, besides the senior officers from the Ministry of Postal Services and its attach department.
