Sindh High Court (SHC) on Wednesday sought the reply from provincial government with regard to finalization of police rules by May 14, 2019. A division bench of the SHC comprising Justice Hassan Azhar Rizvi and Justice Aziz ur Rehman issued these order in a contempt of court plea filed against Sindh Chief Minister Murad Ali Shah and Inspector General of Police for non-implementing the court orders regarding the new police rules.
Executive Director of Pakistan Institute of Labour Education and Research (PILER), Karamat Ali filed the petition seeking the framing of police rules for promotion and posting in Sindh Police.
In the previous hearing of the case, the provincial government sought the times for the new rules, however it couldn't submit the draft of these rules in the hearing, prompting the bench to show its displeasure over the state of the affairs. How long Sindh Government would be able to frame these rules, the bench observed and questioned whether it needed two years in this regard?
Justice Hassan Rizvi remarked that Sindh Government is apparently not interested in doing this task. Assistant Advocate General Sindh, however, assured the court that the provincial government would comply with its orders on police rules.
He told the court that the cabinet committee would review the Sindh Police Order 2002 and Sindh Police Act 2019 and would also consider the police rules in Islamabad and other provinces of the country.
The committee would send the recommendations to the provincial government after going through all the relevant laws, he said. In the contempt of court petition, the petitioner stated that the SHC had ordered to make changes in laws and rules regulating the appointment and transfer period of officials in the police department. The petitioner had requested for contempt proceedings as the government had failed to comply the orders.
