The Board of Directors (BoD), Khyber Pakhtunkhwa Economic Zone Development and Management Company (KP-EZDMC) has expressed dissatisfaction over the reply of the Chief Executive Officer (CEO) to the notice issued to him by the chairman, HR Committee. The chairman of the HR Committee, KP-EZDMC, Wahaj Us Siraj have issued letter to the CEO Saeed Ahmad over alleged irregularities in the hiring of the Manager Legal of the company and have asked him to submit reply along with the supporting documents within a period of seven days within the issue of the letter. The letter was issued to him on May 7, 2019 that the CEO replied by writing a five-page letter on June 3, 2019.
The meeting of BoD was held on June 13, 2019 was chaired by Haji Iftikhar Ahmad while those attended were included Mian Khalid Ullah Jan of the Industries & Commerce and Technical Education Department, Mohammad Hashim of the Planning & Development Department. Both officers represented the secretaries of the respective departments while others were included Mohammad Adnan Jalil, Wajaj us Siraj, Dilroze Khan, Shamama Tul Amber Arbab, Faisal Saleem, Ejaz Yousaf, Mohsin Rahim Khan, Maqsood Pervez, Vice Chancellor, University of Engineering & Technology (UET), Dr Iftikhar Hussain, Dr Mohammad Mohsin Khan of the IMSciences and CEO, Saeed Ahmad, Abdul Massawir Dar (Company Secretary), Tayyab Mehmood (Acting Head of Finance), Shuja-ul-Mulk (Representative of RBCO) while Secretary Finance KP, Ihsanullah and Azam Khan Wazir (co-opted member) were on leave.
A copy of the minutes of the meeting carrying the signature of the company secretary is available with the scribe. In the letter, the CEO has defended the procedure of the hiring of the manager legal as per rules and transparent. The reply said that all applications for the post were properly scrutinized by HR Department and subsequently the initial interview was scheduled on August 20, 2018 and were conducted as per schedule. However, he as the chair of the interview could not attend due to the death of a close family member.
The matter was presented to the Executive Management Committee (EMC) in its 6th meeting dated September 10, 2018, vide agenda No.1 (3) where it was decided that top five candidates for the post of the Manager Legal should be re-interviewed in pursuance of the decision of EMC. The second interview was scheduled on Friday, 14th September 2018, where two external panels members were also invited and seven-member panel comprising Saeed Ahmad (CEO), Dr Ali Ahmad (Chief Information), Quaid Khan (GM Finance KPDA), Abdul Mussawer Dar (Manager Internal Audit), Attique Raja (Ex-HR Manager), Muzamil Khan (Advocate Supreme Court of Pakistan-External panel member) and Baber Khan Yousafzai (Advocate High Court-External panel member).
The reply said that out of seven-member interview panel four (4) recommended Zair Nawaz for the post of Manager Legal. One member put, Zair Nawaz second on merit while recommending the Assistant Manager Khalid Khan as first candidate and the other two members did not recommended Zair Nawaz. Thus, the letter said Zair Nawaz secured the highest marks by performing relatively better in the interview. The overall compiled result was based on educational qualification; relevant experience and performance in the interview and before the issuance of appointment letter, the references mentioned by Zair Nawaz were checked and confirmed from the previous employers.
The CEO has also produced the Article of Association of KP-EZDMC that he claims empowers the CEO for the hiring of the staff. Furthermore, in his reply the CEO KP-EZDMC has also replied nine questions asked from him in the notice and has defended the appointment. The Board of Directors discussed both the letter of the Chairman HR Committee letters to the reply of the CEO and his replies in detail. The members noted that that CEO and CXOs/HODs were required to implement the decisions of the board in letter and spirit. Particularly, the reply from CEO to the letters of the Chairman HR Committee was required within a period of seven days. But, he instead submitted the reply after significant delay which tantamount to insubordination and negligence towards the directions of competent forums.
