In a clear violation of Rules of Business 1973, a ''blue-eyed'' principal appraiser, who has been transferred from superintendent ASO of Directorate General Intelligence and Investigation (DGI&I)-Customs Karachi, has refused to relinquish charge, claiming that the order has fallen in abeyance till further orders. However, Irfan Javed Director DG I&I-Customs, Karachi, while talking to Business Recorder said that he ordered the transfer of Syed Irshad Ali Shah on July 4, 2019, "due to complaints against him" but also admitted that Irshad has so far not relinquished his position as superintendent ASO of Directorate.
Irfan said that after his order, he [Irfan Javed] went on vacation and as he joined his office on July 16, 2019, Irshad has been directed to relinquish his charge. But he didn''t as yet. As part of the Prime Minister''s drive to change FBR, massive transfer postings are being made by the board for meeting the challenging revenue target and particularly to curb smuggling.
Similarly, the DGI&I-Customs Karachi has also made departmental shake-up for its 10 officials including Irshad, who claims that he is the nephew of one of the former Chief Justice of Pakistan and has refused to relinquish his charge and still serving as superintendent ASO in Directorate with immunity for last 13 days.
Talking to this correspondent, Syed Irshad Ali Shah rejected all allegations leveled against him, claiming that his transfer order had fallen in abeyance, due to non-availability of official.
He linked his departmental transfer with board''s massive reshuffling drive to justify his conduct and violation of Rule of Business 1973 despite his transfer to appraisement. On the other hand, both Sikandar Khanzada, who has now been appointed as superintendent ASO, and Irshad are in the same Directorate.
