Pasban Democratic Party (PDP) Chairman Altaf Shakoor has said that strong provinces are a must for a stronger Pakistan and there should be a fair and transparent policies regarding giving the provinces their due share in jobs and resources. He asked the federal government to give provinces due share in the federal jobs, so that the feeling of deprivation amongst the smaller provinces could be ended.
Commenting on notices of a senate parliamentary committee issued to 15 ministries and Institutions to seek explanations for why they did not provide employee data to the establishment division regarding the implementation of the provincial quota in new services provided by the federal government, he said it is high time that due share should be given to all provinces without any discrimination.
He said according to the rules, Punjab has a 50 percent quota in jobs, Sindh has 19 percent, Khyber Pakhtunkhwa has 11.5 percent, Balochistan 6 percent, Gilgit-Baltistan 4 percent and Azad Kashmir 2 percent, while 7.5 percent of vacancies should be filled on the basis of merit.
He regretted that as per reports Sindh and Balochistan have been deprived of their share, as 29,000 seats for Sindh and 17,000 seats for Balochistan have not been filled, while Punjab and KP have exceeded their allocated quotas.
He said if these reports are correct then the sentiments of the people of Sindh and Balochistan are valid that the federal government of PTI is neglecting them at the cost of Punjab and KP. He said the federal government's establishment division is deliberately delaying the correct data regarding the job share of provinces, which indicates that something is really fishy.
He said Sindh province, especially its capital Karachi, provides lion's share to the national revenue, but sadly Sindh province is the most neglected province of Pakistan marred with poverty and diseases, while the megacity Karachi is an orphaned metropolis. He said the PDP has been demanding for long to give Karachi the status of a Charter City so that it could generate revenues for itself and be counted amongst the modern megacities of the world.
He said both federal and provincial governments are not ready to invest in Karachi and overhaul its sagging civic infrastructure. He said broken streets, overflowing gutters, dysfunctional public transport system and inadequate facilities of healthcare, education and housing are blemish on the face of whole country and both federal and provincial regimes are wholly responsible for this deprivation of Karachi.
He said Karachi cannot thrive under provincial or federal control, but it would only thrive and prosper as being a Charter City to run its affairs with its own resources and administration without looking for federal or provincial dole outs.
