Directorate of Laboratories & Chemical Examiner: sround 4883 cases pending in courts owing to inadequate facilities, staff
As many as 4883 cases have been pending in the courts due to lack of facilities and staff at Directorate of Laboratories & Chemical Examiner. There were 19797 cases pending for the period 2018 to 2019 out of which 14914 cases have been disposed of till 25th September, 2019 and now 4883 cases are pending, a report, compiled by Prosecutor General Sindh to be furnished with Supreme Court bench, led by Justice Faisal Arab.
In its report, Prosecutor General personally observed that despite of the insufficiency of funds, lake of adequate place and non-availability of modem equipments, Director Laboratories Dr Shahid Mustafa Memon and his team are performing up to the satisfaction level.
The report stated that the department is running with serious shortage of staff, the modem equipment's are not available and test/examination are being carried out manually, weightage machines are inappropriate.
In the recommendations, the report suggested that unlike Punjab and KPK, the Investigation Officers of the case send complete police file along with case property rather to send the case property only with the "Memo of Seizure', in order to save time and record. The report requested the court to direct Government of Sindh to arrange modem equipment and weightage machine on urgent basis by considering the PC 1 for upgradation of laboratory which is pending for decision since considerable time. As well as the department has no I T system and computer are not available and this issue may be addressed.
The report said the record is being maintained manually, which has been available since 1985, despite the disposed of cases, no action has been taken for destruction of record under the Record Destruction Act so that sufficient place may available.
