The National Highway Authority (NHA) Executive Board has recommended provision of land to National Highway & Motorway Police (NH&MP) at three sites for establishment of offices of Driving Licensing Authority (DLA) by granting exemption from Leasing Policy 2019.
According to official documents, Chairman NHA Capt Sikandar Qayyum (retd) chaired a board meeting where approval for provision of NHA land on rent to NH&MP for establishment of Driving Licensing Authority was considered.
After detailed deliberations, the NHA Executive Board recommended "provision of land to NH&MP at three (03) sites on rent for establishment of DLA by granting only one time exemption from Leasing Policy 2019" to National Highway Council (NHC) for approval on the following terms & conditions; (a) land may be provided by NHA to NH&MP on rent for establishment for Driving Licensing Authority at three (03) sites as per details below for a period of 20 years, extendable for another term of 20 years; (b) rent amount for such land shall be equal to cost incurred on the acquisition of that land by NHA and the same shall be paid to NHA by NH&MP in 20 equal annual installments; (c) NHA shall be entitled to receive 50% of the gross revenues earned from the project (Driving Licensing Authorities). The revenues shall be transferred to NHA on annual basis by NH∓ (d) the land shall only be used for the purpose of establishment of DLAs. In case of any change of use other than DLA, the land shall stand automatically reverted to NHA; (e) the highway safety, including construction of acceleration/deceleration lanes and provision of mechanism to prevent road hazards, shall be sole responsibility of NH∓ (f) design shall be submitted to NHA and shall be vetted by the concerned section of NHA; (g) NH&MP shall ensure clearance of all financial liabilities like utility charges or any other liability incurred during establishment and functioning of Driving License Authorities; (h) NHA and NH&MP shall enter into an agreement containing all the conditions; (i) NHA's Executive Board in its 110th meeting held on April 24, 2003 made following decision about the provision/hiring of office accommodation: I. NHA Executive Board approved provision of accommodation for NH&MP by NHA for policing of National Highway (N-5). The NH&MP will pay rental of the said facilities to NHA. (ii) Financial terms & conditions for this purpose will be settled mutually between Member (Finance) NHA and IG (NH&MP). The agreed terms will be submitted to the Executive Board for information. (j) The Member (Finance) NHA and IG (NH&MP), assisted by committees as set up under para 43 of Admn Manual 2002 shall finalize terms & conditions pertaining to all pending matters in one month and submit the same to the Executive Board.
The NHA Executive Board approved Addendum No. 1 of M/s Associated Consultancy Center (ACC) for preparation of Resettlement Action Plan for Peshawar-Torkham Section, Section-I of Peshawar Kabul Motorway amounting to Rs 14.685 million (financial effect of 14.2%) along with extension of time up to December 31, 2019.
The NHA Executive Board also approved Addendum No. 04 of M/s Republic Engineering Corporation (Pvt) Ltd in Association with Loya Associates, for Construction Supervision for Construction of Shaheed Benazir Bhutto Bridge near Nishtar Ghat over River Indus, linking N-5 with N-55 amounting to Rs 34.75 million with revised contract cost of Rs 144.161 million and overall increase of 108.29% and EOT of 454 days (15 months) up to March 31, 2019. The NHA Executive Board also approved, in principle, further extension of time up to December 31, 2019 with the direction to present a consolidated addendum of the consultant.
