Sindh High Court (SHC) has directed the authorities concerned to implement Curriculum Policy 2006 in Sindh and ordered the Chief Secretary to form a committee for its early enforcement in the province.
A single bench of SHC headed Justice Salahuddin Panhwar directed the committee shall be comprised of Nisar Ahmed Siddiqui, Vice Chancellor, IBA Sukkur comprising of Chairmen Boards of Education, Chairman Sindh Text Book Board, Director Curriculum, Ms. Naheed Shah Durrani, Ex-Managing Director Sindh Education Foundation (SEF), present Managing Director, SEF, Vice Chancellor of Sindh University, Vice Chancellor of Karachi University, Vice Chancellor of Khairpur University, Secretary Schools and Colleges.
The court ordered that the policy shall be applied from the year 2020 onwards and directed a notification with regard to constitution of Committee shall be issued by the Chief Secretary, Sindh within a week after receipt of this order.
All Boards and Universities would be responsible and they shall come forward with undertaking. Needless to mention that such policy is applicable everywhere in Pakistan except Sindh, hence students of public sector of Sindh shall be at the par and as that is the national curriculum, written order read.
The court gave these orders while hearing a petition, seeking end to cheating in annual examinations in the province.
Court also ordered boards of education in Sindh to comply with the order of Circuit Court of SHC Hyderabad in another case regarding devising a mechanism of curriculum on pattern of Agha Khan Board.
The 16 paragraph of verdict of Hyderabad Circuit Court states, "in Sindh same old curriculum/ syllabus is existing since years thus Province of Sindh can take benefits of system whereby subjects of SSC are revised by the Province of Punjab on the same line as by the Agha Khan University Examination Board. Accordingly, Secretary Schools and Boards shall ensure the same mechanism like Aga Khan Board. Copy of this order shall be circulated to all chairman boards for compliance, in including referred Secretaries.
Court appreciated the suggestions of IBA Sukkur to stop cheating in the examinations and remarked that suggestions, prima facie, are result of appreciable efforts; directly related to the issue involved i.e "to stop the cheating in annual examinations".
The court directed to communicate the recommendations/suggestions submitted by the Registrar, IBA Sukkur to all Boards of Education in the province of Sindh, ie, Karachi Boards, Hyderabad Board, Mirpur Khas Board, Sukkur Board, Larkana Board and Shaheed Benazirabad (Nawabshah) Board with directions that they shall consider the same for enforcement in its letter and spirit or shall come forward with better proposal.
All chairmen of the Boards shall sit together and submit their policy to remove nuisance/unfair means, ie, cheating in examinations, which is mandatory, the court directed and ruled that such compliance report/better proposal shall be submitted on or before next date of hearing. Chief Secretary, Sindh shall supervise that process and implementation.
