Punjab chief minister has given approval for taking action under the provisions of PEEDA Act, 2006, against officers of the Board of Intermediate and Secondary Education Rawalpindi and an officer of the Higher Education Department on charges of awarding extra marks to the son of PTI's provincial minister in practical section of the intermediate examination in September 2019.

According to the documents available with Business Recorder, the competent authority had appointed Hassan Iqbal, Secretary Mines & Minerals Department, as an inquiry officer and directed him to submit his report and recommendations to the authority within 60 days of the initiation of inquiry.

The authority directed the inquiry officer to proceed against Chairman Board of Intermediate and Secondary Education Rawalpindi Dr Ghulam Dastgir, Controller Examination Malik Mohsin Abbas and Secretary BISE Dr Tanveer Zafar for not implementing the relevant rules, regulations, law/SOPS about preparation and declaration of result in letter and spirit.

The authority has also directed the inquiry officer to take action against Associate Professor of Physics, Government Post Graduate Degree College Chakwal, Saleem Ramzan, for remarking the answer book, instead of re-checking the same as head examiner, which was beyond his ambit, preview and jurisdiction.

The authority directed the inquiry officer to take action against the Chief Secrecy Officer (Inter) BISE Rawalpindi Tariq Mahmood, Record Lifter Muhammad Zahoor, Senior Clerk Zahid Mahmood and Superintendent Secrecy Branch.

The authority has directed all concerned to submit their written defense within 14 days of the date of receipt of this order and if they fail to submit their defense within the prescribed period, it shall be presumed that either they have no defense to offer or they have declined to offer the same and have accepted the charges.

The BISE Deputy Secretary (Admin) has been appointed as departmental representative. In case the accused officers desired to consult any record on which the aforesaid charges are based, they may do so with prior arrangement with the departmental representatives within 14 days of the receipt of this order.

Sources in the HED Punjab said the probe had confirmed violation of rules owing to which it was decided to hold an inquiry under the PEEDA Act against the responsible.
