Sindh Teacher Education Development Authority (STEDA) will establish 1800 investors hub schools in the province. Director STEDA Haroon Laghari told Sindh High Court (SHC) in a compliance report in a case on behalf of Secretary School Education & Literacy Department.

According to order of a bench of the SHC comprised Justice Salahuddin Panhwar, exercise to establish the schools will be carried out in three tiers and teachers will be provided training in these schools on need basis.

Compliance report stated that 3rd party assessment/achievement test will be carried out after every three years with regard to maintain standard of schools education. Further, it was contended that Directorate of Curriculum Assessment and Research will not be involved/engaged in conducting of local examination of 5th to 8th class and they will continue to work as per their mandate as already practised through District Education Officers.

Also, examination up to 8th class through supervisors shall be carried out and curriculum department or any other forum would not be competent to assess the yearly examination papers at the cost of public exchequer. Ghulam Asghar Memon, Director, Directorate of Curriculum Assessment & Research, Sindh Jamshoro (DCAR) Sindh submitted report contending that in the last year they just provided technical support to school education department.

the court also recorded that the practice undertaken last year was only with regard to public sector schools and private sector schools were not included. Legally and logically if it comes to standard of education there should never be any discrimination towards obligations and duties of the authorities concerned and students of both sectors (public and private) must have fair mechanism towards curriculum and examination system which, is ultimate objective of the concerned government functionaries because the future needs to be equipped with equal standard education and test of what it (education) gave them.

The court ordered that in future third party assessment be carried out in both sectors public and private as well, in every three years preferably through IBA Sukkur.
