NHA board approves Nespak for Torkham-Jalalabad road project
The National Highways Authority (NHA) executive board has approved the supervisory consultants M/s NESPAK for the additional carriageway of Torkham-Jalalabad road project for an amount of Rs117.873 million which is 202.90 percent above the original consultancy cost, it is learnt. The NHA Chairperson, Capt Sikander Qayyum (retd), presided over the meeting of the NHA Executive Board.
The board considered the agenda "addendum of M/s NESPAK for consultancy services for construction supervision for additional carriageway Torkham-Jalalabad road project (ACW-TJRP)," according to official documents.
The NHA Executive Board approved the addendum No 5 for supervisory consultants M/s NESPAK for the additional carriageway of Torkham-Jalalabad road project for an amount of Rs117.873 million, which is 202.90 percent above the original consultancy cost and an extension of time from January 01, 2017 to July 31, 2018 plus three months, which is equivalent to the extension of time No 1 and extension of time No 2 awarded for the same period to M/s Frontier Works Organisation (the contractor).
The NHA had invited bids on net guaranteed fixed revenue basis (excluding all taxes, duties, charges/levies etc) for operations management and maintenance of toll plazas and collection of toll revenue along with provision of following allied services on Havelian-Mansehra Expressway Section (43.798 KMs) from bidders who can prove their qualification and eligibility as per requirement mentioned in bidding document for a period ending June 30th, 2020.
The list of allied services included are vehicle recovery services, rescue services and medical first aid, incident response management, fire extinguishing services, mechanized sweeping/cleaning of motorway, mobile workshops, and repair and maintenance of streetlights.
The NHA Executive Board also approved the award of operation, management and maintenance (OM&M) of toll plazas and collection of toll revenue on Havelian-Mansehra Expressway E-35 (43.798 KMs) along with provision of allied services to M/s FWO (the highest bidder) on quoted net fixed guaranteed monthly revenue of Rs25,000,000 from date of commencement till June 30, 2020.
The expressway has four interchanges including Havelian Interchange (Ramp-A), Abbottabad Interchange (Ramp-A), Mansehra Interchange (Ramp-A) and Mansehra main line.
The NHA Executive Board approved the recommendations of the sub-committee that the contract i.e. PM-2015-16-SN-07 and PM-2015-16-SN-08 awarded to M/HRK & Co and M/s Karamullah respectively be annulled.
