Senate Functional Committee on Human Rights held a meeting under Committee Chairman Mustafa Nawaz Khokhar.
The committee considered "The ICT Rights of Persons with Disability Bill, 2020" introduced by Dr Shireen Mazari, Minister for Human Rights.
The committee members reviewed the Section 21 and Section 36 of the bill and submitted their recommendations. After a lengthy deliberation, the recommendations were made part of the bill.
The committee members recommended that the National Council for Rehabilitation of Disables Persons would comprise nine members.
Out of total strength of the proposed council, four would be disable persons.
The committee further recommended that out of four disabled persons, two would be male and two would be female.
The committee, however, deferred the bill till the next meeting with directives to prepare fresh draft in line with the recommendations of the committee members.
The committee further considered another bill, "The Torture and Custodial Death (Prevention and Punishment) Bill, 2020" introduced in the House by Sherry Rehman.
The committee deferred the hearing on the bill as mover of the bill was not present in the meeting. The committee was further informed that the Council of Islamic Ideology (CII) would review the alleged ban imposed on Pakistani movie "Zindagi Tamasha" in Thursday (today)'s meeting.
The Central Board and the provincial boards of film censors banned the movie on January 21, 2020. The film would be screened in the next meeting of the committee. In his ruling, the chairman said that only National Assembly and provincial assemblies had the authority to refer such kind of cases to the CII. No ministry has the right to ignore the authority of the lawmakers. He further said the briefing to the parliamentarians did not have any objectionable content in the banned film.
