Unapproved statutes of the Punjab's public sector universities are the biggest hurdle in implementation of the orders of governor vis-à-vis appointments of registrars, controllers' examination and treasurers of the public sector universities in Punjab.
Sources told Business Recorder that unapproved service rules of 15 public sector universities including the Government College University Lahore were the result of negligence of the Higher Education department and vice chancellors of the universities and they also continued appointments of staff and faculty in the absence of approved service rules.
Sources in Punjab Higher Education department said that the governor had given final date in November last year to the vice chancellors for appointment of permanent registrars, controller examinations and treasurers but they were unable to implement the orders in the absence of service rules. Lack of interest by the VCs and objections raised by bureaucracy are major hurdles, they added.
The service rules of Government College University Lahore, Fatimah Jinnah Women University Rawalpindi, Government College University for Women Faisalabad, Government College University for Women Sialkot, University of Sargodha, University of Education and newly-established universities are in the process of approval.
When contacted, Secretary Higher Education Punjab Sajid Zafar Daal said he was amazed how the system was running for the last 20 years.
