IHC moved against removal of KPT chairman

The Islamabad High Court (IHC) has been urged to direct the federal government to remove Rear Admiral Jamil Akhtar (retired) incumbent as chairman Karachi Port Trust (KPT).

The Islamabad High Court (IHC) has been urged to direct the federal government to remove Rear Admiral Jamil Akhtar (retired) incumbent as chairman Karachi Port Trust (KPT).
Asif Ali, general secretary Mazdoor Dost Union of the KPT and others filed the petition under Article 199 of Constitution and made secretary Establishment Division, secretary Prime Minister, secretary Maritime Affairs, the KPT and the KPT incumbent chairman Rear Admiral Jamil Akhtar (retd) respondent.
The petitioners alleged that the affairs of the KPT were not being managed in a transparent and proper way as the incumbent chairman was involved in "corruption" and "corrupt practices" and floated tender in "non-transparent manner".
An audit by an independent external auditor was desired for which a tender was floated in August 2019 after scrutinizing the bids on October 9, 2019 tender was awarded to Bakertilly.
The petitioners alleged that in the audit report there was clear evidence of the irregularities and illegalities against the chairman KPT (Respondent No 5) in the finances and procurements of the KPT.
They stated that the audit report was submitted to the secretary Maritime Affairs who instead of initiating legal action against the chairman prepared a defected summary for his removal.
Secretary Maritime Affairs (Respondent No 3) was aware that any such removal may be agitated before the court of law with the possibility of getting the notification set aside.
Hence the Respondent No 3 with the help of secretary Establishment Division (Respondent No 1) got the summary approved by the prime minister. After the approval of summary, the services of Admiral Jamil were terminated.
The incumbent chairman after manipulating the procedure of removal with the help of respondents 1 and 3 got the notification suspended from the Islamabad High Court (IHC) and got himself reinstated. He alleged numerous malpractices and illegalities by Respondent No 5 had resulted in the loss of billions of rupees to the KPT.
