"The Delta variant is ripping around the world at a scorching pace, driving a new spike in COVID-19 cases and death," Tedros said.
"It has to be based on the science and the data, not on individual companies declaring that their vaccines need to be administered as a booster dose," she said.
The shipment, delivered via the COVAX sharing facility, is part of the 80 million vaccine doses that President Joe Biden committed from US vaccine supplies to support global needs.
A second shipment of vaccines donated by the United States through the COVAX global sharing program will bring the total to 3.3 million doses, UNICEF said.

The Southeast Asian nation has reported one of the worst COVID-19 caseloads in Asia. It launched a vaccination drive in January, aiming to inoculate some 181 million people within a year.
Indonesia will get about 11.7 million doses of AstraZeneca's vaccine through COVAX, which will come in stages through May, Minister Retno Marsudi said.
The country hopes to get a total of 4.58 million doses of AstraZeneca shots via COVAX by May, and the newly arrived 487,200 doses are the initial shipment.
"With every dose that we will administer, we are inching towards a safer recovery from this pandemic," Health Secretary Francisco Duque said in a statement.
Sudan says it expects to receive the remainder of a total 3.4 million doses through COVAX, a vaccine-sharing programme co-led by the World Health Organization, in the second quarter of this year.
